Job overview
An opportunity has arisen for a highly motivated Programme Manager to join the Capital Team on a permanent basis to support the delivery of the existing capital plan and development of capital schemes and future pipeline. The role is Trust wide.
The Programme Manager is a key member of the Capital Programme Management Team with the prime responsibility of supporting the development and delivery of a portfolio of capital programmes and projects across the NCA. They will deliver large scale change programmes and respond to the challenges and opportunities faced by significant strategic development opportunities within the NCA and across the Care Organisations.
The Programme Manager will lead the design, development and delivery of a variety of projects and programmes from inception to commission and handover supporting the Senior Responsible Owner and/or Programme Director in determining the projects/workstreams required to take forward the programme and will lead on programme documentation which underpins the monitoring framework of activities and outcomes, management of cross-workstream and external dependencies and programme level risks and issues.
The post holder will be responsible for ensuring the application of appropriate construction project management methodology and compliance with the NCA Assurance Framework and will promote standardisation of programme and project management across the organisation.
Main duties of the job
The Programme Manager will assess and prepare service user briefs, identifying the service requirements, objectives to be achieved and Healthcare specific standards (HTMs and HBNs) to be met. Compile and obtain approval to a Project Brief.
Assessment of feasibility of potential projects both spatially (space planning in accordance with legislative and best practice guidance), forming budget estimates for NCA and Care Org’s within an agreed timeframe and utilising the knowledge and expertise of in-house Building and Engineering Estates Officers and external professionals, where required, will be a critical requirement of the role.
Lead on and provide professional expert advice on approach to producing feasibility reports and business case reports for consideration by users, Care Org Leaders and Trust Executive Groups.

Person specification
Experience
* Knowledge of, and demonstrable experience in, the application of best practice programme and project management methodologies
* Information and or finance management and analysis of complex financial data
* Experience of managing and developing multi-disciplinary teams.
Skills
* Well-developed analytical skills
* Excellent written and verbal communication skills with proven experience of providing and receiving highly complex, sensitive, or contentious information.
