Safety Facilitator
Our client, a leading independent Oil & Gas operator, is currently seeking a Safety Case/COMAH Facilitator to join their QSHE department.
This is a full-time permanent position, based in our clients’ Norwich office, working Monday to Friday.
The successful candidate will be responsible for the development, maintenance, review, update and submission of Offshore Safety Cases and Onshore COMAH Safety Reports.
Key Experience & Qualifications:
1. Higher technical qualification, preferably engineering although other disciplines considered.
2. Chartered engineer desirable but not essential
3. 10+ years’ experience with Offshore UKCS Oil and Gas Operators, top-tier COMAH sites and/or the Competent Authority
4. Experience in a project engineering or management role desirable
5. Good knowledge of planning, cost control and document management processes
6. Thorough understanding of the Safety Case and COMAH regulations, including supporting legislation such as PFEER, DSEAR, PSR etc
7. Experience working with the Competent Authority desirable but not essential
Key Responsibilities Include:
8. Optimise the review process and schedule for all Current Safety Cases (CSC) and COMAH Safety Reports (CSR) ensuring compliance with relevant statutory provisions.
9. Maintain the SEMS document for Safety Case Management.
10. Facilitate and coordinate the 5-yearly CSC and CSR Thorough Review Programme, ensuring key stakeholders are engaged at the earliest opportunity.
11. Organise and coordinate all CSC and CSR Material Change submissions.
12. Work with the Operations, Projects and Decommissioning Teams to facilitate updates to existing CSC/CSR to address the requirements of planned work.
13. Identify additional ad-hoc resource requirements to manage ‘peaks’ in workload to ensure all relevant statutory deadlines can be achieved.
14. Work with the various Performance Standard Owners and responsible engineers to ensure the content of the CSC/CSR remains accurate at all times and these key documents are continuously improved to ensure accurate and relevant content.
15. Coordinate the Asset Integrity Management (AIMS) Performance Standard Review Process.
16. Attend the weekly MOC meeting. Ensure all MOCs that require a non-material CSR/CSC update are captured on the change tracker and those that require material change assessment are added to the submission plan.
17. Work closely with the Lead Safety Engineer (or other nominated person) to ensure hazard management information (including bowties and QRA data) remains valid. In particular, keeping abreast of changes in ‘data-sources’ that are used in the QRA for calculating TRIF, PLL, IRPA etc.
18. Create and maintain a register of all commitments made within the CSC/CSR. Ensure these actions are registered in P-Trac, communicated and tracked on a regular basis ensuring delivery against any set deadlines.
19. Ensure a robust workforce engagement process for all CSC/CSR updates, allowing sufficient time to receive and review feedback.
20. Ensure independent verification bodies are consulted on CSC/CSR updates, allowing sufficient time to review and receive feedback.
21. Ensure key supporting documents (i.e. Emergency Response Plans, MAPDs) are kept up to date.
22. Liaise with regulatory bodies on matters relating to CSC/CSR including general updates, material changes and thorough reviews. Keep abreast of changes in offshore legislation to ensure the business adjusts as required.
23. Provide support to others within the QSHE Team to ensure commitments relating to SCR 2015 regs, COMAH regulations, internal QSHE plans and improvement programs are achieved.
SEC & Personal Safety Tasks:

Working with onshore engineering teams, technical authors, performance standard owners and operations personnel the SCCF will ensure Safety Cases/COMAH Safety Reports remain in compliance with relevant statutory provisions and are aligned with good industry practice. Delivery against commitments made within these documents is also key to the role.
