About the Team
The compliance team are a small department with a mighty and important task load to ensure we achieve the above and improve people’s lives, in a statutory compliant and safe manner. We will require the post holder to work in a collaborative manner with and provide advice to staff, service users, external consultants, tenants, adjoining owners, where necessary taking a proactive stance to protect the corporate interests of the Council and the wellbeing of staff and public.
The post holder will work within a designated service portfolio with a high degree of autonomy and diversity with variable workforce compositions, business needs and priorities. Workforce size within each portfolio is between 700 and 900 staff, excluding casuals.
Flexible working arrangements mean that post holders will work within the service and team as required.
Some physical effort could occasionally be required in the course of day-to-day site visits and inspections, such as bending, stretching, lifting, working in awkward or uncomfortable positions and working at height. The post holder may be exposed to unfavourable environmental conditions when inspecting sites including but not limited to dilapidated properties, repossessions, vaults, roof spaces etc.
The post holder’s role within the team will be to ensure that all fire safety compliance activities are planned, implemented, monitored and managed.
About the Role
The post holder will have responsibility for preparing Fire Risk Assessments and providing comprehensive advice to the authority on fire related issues relating to building structure and fabric, services, alterations and maintenance for all property types and occupancy mixes across the B&NES estate, and fire safety matters.
The post holder will work very closely with others in the Council to promote fire safety and brief managers on their responsibilities. Be responsible for the development of the fire safety plan and support its effective communication and implementation in service areas. Create, develop and maintain a Fire Safety Policy, and Fire Strategies relevant to the B&NES Estate. The post holder will need to determine solutions to resolve conflicting requirements between building conservation principles and building regulation standards due to the nature of the council’s estate.
Lead the ongoing review and where appropriate develop relevant policies procedures and processes to ensure compliance with the relevant legislation. Keep up to date with external developments in practice to inform changes in policy and procedure and for use as appropriate when advising line managers.
Plan, implement and manage the fire risk assessment programs in accordance with the Regulatory Reform (Fire Safety) Order and the Council’s Fire Safety Policy and ensure robust systems are in place for appropriate fire safety with all assets register items included.
Audit fire risk assessments provided by others and provide advice as to adequacy and or resolution of conflicting recommendations. As appropriate, prepare scopes and specifications for remedial works required to address fire safety concerns identified in conjunction with others.
Investigate major fire incidents and evacuations, coordinating reports, evaluating and making recommendations where necessary. Monitor and manage the undertaking of routine compliance inspections and testing relating to fire safety including reviews of FRA’s, fire alarm systems, firefighting equipment and systems.
Undertake regular fire risk audits to ensure that equipment provided for fire safety is regularly tested and maintained. Ensure that all records regarding buildings, fire protection devices, works carried out, maintenance, and applications /approvals relating to compliance with Building Regulations are maintained.
Work with Service Managers, leading and influencing them so that they develop and implement compliant fire safety emergency plans and procedures for all premises occupied by council employees, commercial premises and workplaces. Promote fire safety and brief premises’ managers/building officers on their responsibilities and hold regular review meetings to ensure that Fire Risk Assessments are up to date and issues arising are addressed in a timely manner.
Adopt a proactive approach to developing and maintaining excellent relationships and communication channels with a wide range of contacts including managers, external clients and suppliers, staff and employee representatives as required, including attendance at internal and external meetings relating to Fire Safety and related matters.
Lead on specific projects or pieces of work on behalf of the department and taking responsibility for the achievement of outcomes within required timescales and participate in other related project activity, as a technical expert. Ensuring conformance to equal opportunity and data protection policies.

The team structures within the service with a high degree of collaboration and flexibility, and reporting lines are liable to change to suit the nature of priorities based on risk and condition of individual service portfolios which may therefore change over time and post holders are expected to undertake any other duties commensurate with the general level of responsibility of the post. The post is full time, working 37 hours per week.
