Mole Valley District Council is looking for a NEW Licensing Officer to be part of a team delivering a full range of licensing functions. The team covers the whole of the Mole Valley District to protect the safety of our residents and visitors, whilst supporting businesses and licence holders to operate safely and in compliance with the relevant licensing regime. We achieve this through education, advice and, where necessary, enforcement. This is an important role for the Council, and you will play a key role in shaping the future direction of the service.
We have a small and friendly Licensing team based in a supportive wider environment of colleagues in the Environmental Health department. This new role is based in modern office accommodation in Dorking, Surrey within easy reach of a range of direct railway and road links.
About you:
You’ll join our Shared Service Licensing Team’s Hybrid working, spending your time working from home, the office, and getting out and about around the district to visit sites.
You will need a working awareness, knowledge and understanding of Local Authority Licensing legislation, its applications and processes.
Utilising this knowledge, the successful candidate must be able to undertake activities and take a lead in the administration and enforcement of all licensing functions of the Council as directed by the Senior Licensing Officer with minimum supervision.
To succeed as a Licensing Officer, you will be a highly skilled and motivated individual, you will have a good eye for detail and a desire to deliver a high standard of service. You will need to have excellent organisational and interpersonal skills with a sound grasp of IT. Your ability to problem-solve, adapt to competing priorities and maintain confidentiality are of high importance. This role requires travelling around the district; therefore, you will need a full UK driving licence and access to a vehicle.
On a day-to-day basis you will:
1. Process new and renewal applications in respect of various aspects of the Local Authority Licensing functions and have the knowledge and experience to suspend and revoke licences.
2. Ensure that all premises, persons, activities, vehicles, etc., which require a licence issued by, or need registration with, the Council, comply with the relevant statutory provisions and any associated operating conditions.
3. Provide support and advice to businesses, licence applicants and the public, carry out routine inspections, liaise with a range of other teams, departments and external partner organisations, investigate complaints and take enforcement action in relation to relevant legislation as and when appropriate.
4. Carry out a range of other licensing functions such as dealing with debtors, writing and presenting reports, attending Licensing Committees and Court as well as contributing to the team’s work to ensure that required statutory policies are in place.
5. As a Licensing expert within the Environmental Health team, you will confidently represent the Council at meetings, forums and technical groups, preparing and presenting accurate reports for Committees/Courts.

This job opportunity is full-time and 37 hours per week. There will be some requirement to attend evening meetings and undertake planned out of hours work on occasion. We offer flexible, hybrid working arrangements. Hybrid working is 2 days in the office, 3 days working from home per week. Flexible working 7am-7pm and Flexi-leave.
