Overall, this role is responsible for ensuring the effective governance and performance of the organisation at an operational level to support the development and delivery of high-quality services.
Key Responsibilities:
1. Strategy and Policy: Developing and supporting service-level strategies and policies.
2. Performance Monitoring: Tracking and reporting on service performance, identifying areas for improvement.
3. Performance Investigation: Supporting in-depth analysis of performance issues, as requested by service managers.
4. Project Oversight: Ensuring effective project delivery, including managing project boards and providing support to service areas, as well as supporting the Policy, Performance and Projects Lead to maintain and manage project management tools and resources.
5. Risk Management: Supporting service-level risk management processes and procedures.
Accountabilities:
1. Service-level strategy and policy development and support.
2. Lead for service-level performance reporting.
3. Coordinating deep dives into performance issues, working with the Data, Information and Research Lead to develop additional intelligence.
4. Corporate business information system development, maintenance and training.
5. Supporting the Policy, Performance and Projects Lead to maintain central oversight of project delivery.
6. Providing support and challenge to service areas when developing new projects.
7. Supporting maintenance of, and training in, the project toolkit and workbook.
8. Supporting service risk management arrangements, including service risk registers.
9. Supporting the Corporate Business Manager to ensure effective business planning arrangements.
10. Supporting the Corporate Business Manager to coordinate and manage external corporate reviews and inspections.
The Experience You Will Bring:
1. Degree level qualification or equivalent by experience.
2. An understanding and knowledge of Local Government including its financial, social and political context.
3. Understanding of project management approaches.
4. Knowledge of performance measurement and reporting techniques.
5. Ability to think originally and creatively and to work as part of a team to provide innovative solutions.
6. Well-developed organisational and prioritisation skills, proven ability to take the initiative and address changing priorities.
7. Skill in analysing complex data and information to identify trends and patterns.
8. Well-developed written and verbal communication skills, including the ability to present complex information clearly.
9. Experience in building and maintaining relationships with a variety of stakeholders.
10. Experience of business information systems, and the ability to develop, maintain, and train users.
11. Experience in researching and developing strategies and policies.
12. Experience in using information systems and technology, including the Microsoft Office suite.
