Description The Service & Team: Our People Commissioning Service Directorate is an all-age commissioning function which leads commissioning for two Directorates: Together for Families Directorate includes children’s social care, early years, education and special educational needs, youth services, health visiting and school nursing. Care and Wellbeing Directorate includes adult social care, learning disability and mental health. The Role: You’ll be the strategic commissioning lead in Cornwall with the responsibility for leading, directing and shaping the Council’s commissioning strategy for fostering, residential and SEND placements to enable efficient delivery of a range of specialist placement provision and services for children and young people. You will lead, review and drive forward innovation and improvement in commissioning placements, working collaboratively with partners, providers, education, health and care to develop and deliver placement sufficiency in Cornwall to meet the range of children’s needs, using outcomes-based approaches and methodology, including multi-agency and all age-commissioning. We’ll look to you to identify issues and to shape innovative approaches to solving local problems, all with the best interests of children and young people at heart. It’s a high-profile, leadership role but collaboration will be key to your success. This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies. This position will be subject to a enhanced criminal record disclosure check. Working Pattern: This is a full time post, 37 hours per week, with flexible working. The post could be hybrid, but subject to discussion and agreement. What you’ll need to succeed: You’ll be motivated by improving the outcomes of children and young people and have experience of delivering major service change and improvement resulting in improved service outcomes and efficiency. You will ideally have a good understanding of children’s services and the local partner landscape. You will be someone who can form strong and influential partnerships, think strategically and make connections between different departments, partners and sectors. You’ll also have business acumen and strong commercial instincts. Ready to shape, lead and manage ambitious programmes, you’ll be a self-starter with the interpersonal skills to motivate, influence and inspire others at all levels. You will be educated to degree level or equivalent, have a relevant management or professional qualification and evidence of continuing professional development. You will have extensive commissioning work experience in local government or the wider public sector, with the ability to meet a specific level of competence or knowledge at a senior level and associated demonstrable impact across the full commissioning cycle.
