One of my local government clients are currently recruiting an experienced Strategic Commissioning & Contracts on a temporary basis. This is a 3-month minimum contract with the possibility of the role being extended further to work Monday to Friday 9:00am to 5:00pm. Hybrid working role were, however, you will be required to attend the office 2/3 times a week. Overview: To support the high-quality delivery of commissioning programmes in line with the One Council Commissioning Framework and Model across services within the Adult Care and Community Wellbeing Directorate including joint commissioning opportunities with the NHS Integrated Care Board (ICB). To support Heads of Service in the development and implementation of commissioning plans and make/recommend commissioning decisions to meet identified needs, ensuring that the Council achieves the expected and desired outcomes across portfolios and service categories. To deliver improved outcomes through service innovation and development whilst assuring value for money is achieved in commissioning decisions. To develop and implement commissioning strategies and plans in line with the Joint Strategic Needs Analysis (JSNA) / Health and Wellbeing Strategy priorities and Corporate Plan Priorities. To ensure all commissioning activities are carried out in accordance with legislation, statutory guidance and Council policies and procedures. The work closely with the Senior Strategic Contract Manager and Senior Strategic Commercial and Procurement Manager to ensure effective leadership and delivery of key aspects of the commissioning cycle including; reviewing, shaping, planning and design of new commissioned services; the redesign of existing services, joint review processes, engagement, benchmarking, best practice, demand, intelligence, cost and risk analysis. Responsibilties: To lead on the commissioning of a range of key programmes for LCC’s Adult Care and Community Wellbeing directorate in line with the LCC commissioning cycle and framework, which ensure capacity and quality of service supply within the given financial parameters of the commissioning budget. This activity will involve collaboratively working across directorates, including Adult Social and Community Wellbeing and Resources. To deliver the agreed priorities within commissioning strategies and undertake a range of complex commissioning to enable services, available from independent and third sector providers, to continually transform and evolve. To lead work primarily with senior managers to provide critical challenge, facilitation and support to help their areas improve and plan for that improvement. To work with senior managers on the most complex projects to review current service delivery and work with them to develop effective commissioning solutions.
