The Role
Essex County Council (ECC) is one of the largest and most dynamic local authorities in the UK. We look after a large and diverse geographical region, covering over 1,420 square miles with over 1.8 million residents.
Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways. The Asset Systems and Data Officer will develop, implement, and maintain Asset Management Systems, ensuring effective use by managing relationships with all Highways Teams, stakeholders, and business partners.
Accountabilities
* Identify, design, plan, program, order, and monitor work and services to ensure future programmes are delivered on time and within budget.
* Provide specialist advice and guidance to senior leaders/members and the public on all highway-related matters.
* Ensure strong budgetary control and financial management for areas of responsibility.
* Assist with the management and monitoring of the Essex Highways contract.
* Provide statistical and management information to report/share with stakeholders.
* Develop and manage the implementation of system management protocols.
* Ensure the seamless flow of information between Highways Teams, Partners, and Stakeholders.
* Manage and participate in key projects relating to Asset Management Systems.
* Liaise with colleagues across Essex Highways to identify requirements for key performance and management information.
* Define specific individual and shared targets and objectives annually.
The Experience You Will Bring
* Educated to RQF Level 6 (Bachelor’s degree) or equivalent proven experience in highways and/or transportation.
* Evidence of continuing professional development and expert knowledge in the relevant professional area.
* Detailed knowledge and experience of working with Highways IT Systems.
* Knowledge and experience of budgetary governance and management.
* Extensive knowledge of Highway legislation and Health and Safety legislation.
* Evidence of post-qualification experience in highways and transportation project management.
* Detailed knowledge of relevant engineering or service techniques and procedures.
* Ability to build and maintain effective internal and external working relationships.
Additional Requirements
This role requires mobility throughout the operational area. The post holder will need a driving licence and access to a vehicle or the ability to meet the mobility requirements through other means.
