The N8 Directorate is responsible for overseeing all financial and budgetary activity within HQ MARCOM. The Budget Branch is responsible for the planning, preparation, production, screening, presentation, execution and reporting of all HQ MARCOM’s budgets. The Branch Head (Budget) is responsible for the budgetary and financial planning processes of all HQ MARCOM’s budgets and provides financial direction and guidance for operations and exercises. The Branch Head also deputises for the Director of Finance N8/Financial Controller. DUTIES The incumbent's duties are: · Direct and guide the preparation of annual and mission specific financial plans, Allied Operations Requirements Resource Plans (ARRP), and Medium Term Resource Plan (MTRP) and budget estimates,. · Lead, manage and direct the Budgets Branch. · Support the Director of Finance N8 / Financial Controller in the requirement screening/validation process necessary for the allocation of military budget resources. · Support SHAPE in development of the Medium Term Resource Plan Support the Director of Finance N8 / Financial Controller during the screening/approval process of the budget estimates at local/higher headquarters and in front of the nations at the Budget Committee. · Co-ordinate and directs budget planning and execution policies and procedures across/between strategic commands and agencies related to operational missions assigned to HQ MARCOM. · Support the Director of Finance N8 /Financial Controller in advisory and control functions during the management of the HQ’s allocations of the military budget. · Translate requirements into financial resource demands and directs their inclusion into the annual budget estimates and financial plans. · Allocate approved funds in accordance with direction and guidance from the Director of Finance/Financial Controller and the ACO Strategic Level. · Direct the management, control and monitoring of the execution of all annual budgets in close coordination with the other Directorate of Finance N8 Branch Heads, directly assigned or delegated to HQ MARCOM, including determination and initiation of corrective action as required, and financial resources allocated to HQ MARCOM in support of assigned operations and exercises. · Direct the management of budgetary risks, frozen budget credits and unfunded requirements. · Ensure the proper use of allocated international funds in accordance with the guidance and rules and regulations from NATO financial bodies and NFRs/FRPs. · Provide technical advice and/or coordination as appropriate, with a particular focus on eligibility, risk management and internal control in the budget process. · Identify and provide solutions to budget execution and financial resource management issues that may risk the successful achievement of HQ MARCOM assigned tasks, objectives, and responsibilities. · Direct, manage and control the maintenance of accounts and statistics as required by the Director of Finance N8 / Financial Controller, Chief of Staff, Commander, Strategic Headquarters and ultimately the nations in the Budget committee in accordance with regulations and expectations. · Support negotiation of international and support agreements with Host Nations, NATO Agencies, other NATO HQs and national organisations for framework, operations and exercises. · Act as and/or support N8 Subject Matter Experts in evaluations. · Participate on behalf of the Director of Finance N8 / Financial Controller in the Maritime Operational Planning Group (MOPG). · Contribute to the work of NATO Committees · Contribute to Internal Working Groups, Committees and Boards and member of the MARCOM Resource Management Board. · Submits observations in his/her area of expertise and contributes to the Lessons Learned process. · Legal accountability for financial arrangements and when acting as Director N8/MARCOM Financial Controller, contract approval authority for the HQ. Authority to commit NATO by signing contracts and purchase orders. In addition authority to issue Letters of Agreement concerning financial issues. · Holds overall budget control authority, on behalf of the Commander and Director N8/Financial Controller, for all assigned HQ and deployed operations, and programmes budgets. The incumbent’s decisions will commit NATO and the Command Structure in respect to the allocation and consumption of NATO financial resources, and the achievement of NATO objectives. · The incumbent deputises for OMC BXXX 0010 Director N8/Financial Controller. · The incumbent is the Line Manager/Supervisor of 3 staff. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract The incumbent may be required to undertake operational deployments and/or TDY assignments both within and without NATO's boundaries for up to 183 days in any period of 547 days. Essential Education/Training University Degree in finance, accounting, business administration, economics, public administration, management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience. ATTRIBUTES/COMPETENCIES • Personal Attributes: The incumbent generally works unsupervised from general guidance and policies found in NATO Financial Rules and Procedures (FRP), NATO Financial Regulations (NRF), BI-SC Directives, ACO Directives and the HQ directives, rules and procedures. He/she needs to be a team player displaying courtesy, tact, diplomacy, flexibility, mental alertness, and the capacity to work well under pressure. He/she has the ability to write clear, concise and comprehensive financial submissions and to defend them orally and requires analytical skills and a broad experience in NATO budget, finance and funding in order to recommend optimum solutions to a variety of budget-related issues. Independent judgement is required in the analysis of non-recurring and changing issues. The formulation of recommended solutions includes the application and modification of existing procedures, as well as the development of new procedures and directives/supplements. The incumbent should show an ability to forecast resource requirements when presented with an operational requirement and should show the ability to determine, analyse and present, the financial resource consequences of achievement of these operational requirements. In this regard the incumbent must possess the ability to integrate resources towards achievement of objectives and tasks and initiate effective plans. As part of meeting the operational tasks and responsibilities of HQ MARCOM the incumbent will be responsible to develop and maintain contacts, with regard to financial obligations, with partnership Nations through the Force Generation Process. This could include representation on stakeholders’ forums or meetings representing both the HQ and NATO interests Internal and external contacts are for information, negotiations and discussions • Contribution To Objectives \: The successful planning and execution of the international budgets are an important contribution to the Command’s objectives. The incumbent plays a major and vital role in this process and the performance impacts on the division, command and region achievements and helps the Director N8/Financial Controller in establishing financial objectives for the Command CONTRACT The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).
