Be part of building Scotland’s future
Scottish Enterprise is Scotland's main economic development agency. We're committed to growing the Scottish economy for the benefit of all, helping create more quality jobs and a brighter future for every region.
Our Property and Growth Infrastructure team works with a variety of public and private partners to lead and support the delivery of high-impact economic development projects. These projects span a wide range of sectors and are designed to transform at a local, regional, and national level.
The team’s work includes the delivery of major development plans, influencing policy, and forming strategy in line with the organisation’s three priority areas. These are:
* Creating an internationally competitive energy transition industry in Scotland
* Scaling the impact of Scotland’s innovation strengths into high-growth industries of the future
* Driving capital investment to deliver a step change in Scotland’s productivity
As one of our new project managers, you’ll deliver property and growth infrastructure projects and make a difference to companies, partners, and places across Scotland.
The Role
We’re looking for three Grade 6 Project Managers to join our Property and Growth Infrastructure team.
You’ll focus on delivering an exciting and varied collection of property and infrastructure projects. You'll also support the lifecycle of project development, including:
* Feasibility
* Master planning
* Strategic asset management
* Procurement of property-related services
You’ll be responsible for developing business cases for property-based projects and interventions that support our organisation's objectives. You’ll also implement infrastructure investments to prepare land and buildings for future investment and development.
You'll work closely with internal colleagues, public and private sector partners, customers, and stakeholders to successfully deliver results and realise our strategic ambitions.
Key responsibilities
Your responsibilities will include:
* The planning and delivery of a range of property interventions and infrastructure development activities
* The development of infrastructure projects from inception through to completion, managing project delivery and leading on preparing business cases for investment
* Writing technical consultant briefs as well as procuring and managing contractors in collaboration with other project teams (including specialist procurement and legal support where required)
* Managing and building relationships across a range of projects, partnership groups, and senior professionals in organisations
* Providing expertise and advice on influencing project development to internal and external teams, as well as developing an understanding and recognition of our partners’ priorities and contributions
* Negotiating and implementing funding agreements (such as grants, income sharing arrangements, and loans) with partners
* Operational management, monitoring, and reporting on a range of programmes and project activities
* Supporting colleagues across our organisation to establish property requirements that support growth and weigh options for intervention where market failure is constraining potential growth
Who we're looking for
You’re an enthusiastic, experienced property professional with a good understanding of the rationale behind property and infrastructure-led intervention. As a strong communicator, you bring a flexible, innovative, and positive approach to project development activity.
You’ll be proactive and solutions focussed – you take ownership to deliver real results, working both independently and as part of a team. Strong influencing skills and professional expertise are essential.
You’ll be an experienced property or construction project management professional with:
* Extensive experience working with commercial property projects and infrastructure and a good understanding and knowledge of the economic development landscape in Scotland
* A proven track record of project and programme delivery experience and the confidence to work with new, often technically complex, sectors and industries with internal and external colleagues and partners
* Strong project management skills to drive progress at a project and programme level from start to finish, including the development of a business case
Knowledge and experience of the project life cycle and managing standard construction contracts is desirable.
Skills and experience required
Your skills, abilities, and experience should include:
* Education to SCQF level 9 in a property-related technical discipline, or equivalent experience, with an understanding of the role that place-based economic development can play in supporting economic growth
* First-hand experience of partnership and collaborative working, demonstrating strong influencing skills at all levels, and including experience of building and managing sometimes complex, multi-partner relationships
* Highly developed written and verbal communication skills, with a proven ability to motivate, influence, and persuade at all levels
* The ability to deliver at pace and maximise the scale and impact of projects by bringing an enthusiastic, analytical, and collaborative approach to working that helps lever our organisation’s collective expertise and service delivery potential
