We are looking for a Senior Executive Officer (SEO) within the Data and Information Capability Function who will play a pivotal role in promoting and supporting the delivery of the Agency’s Vision, Mission and strategic objectives. As a Data Maturity Manager, you will be responsible for conducting the government data maturity assessment for the agency. Your role will include establishing the process for evaluating the agency’s capability across the ten themes. Based on the assessment findings, you will generate a strategic roadmap and collab with stakeholders to drive improvements in data maturity levels agency wide.
A successful candidate will perform responsibilities aligned with the grade and purpose of the role, including but not limited to the following:
* Conduct Data Maturity Assessment : Define and execute the agency-wide data maturity assessment, meeting government deadlines.
* Evaluate & Improve Process : Review assessment outcomes, iterate for improvement, and share findings with the Defra Working Group.
* Develop & Communicate Strategy : Create a data maturity roadmap with initiatives, projects, and actions, engaging stakeholders for execution.
* Monitor & Support Growth : Track progress, provide advisory support, and adjust the roadmap to enhance data maturity over time.
Data Analysis and Reporting
* Design a methodology for collation of maturity across a range of varied business areas to determine a mean for APHA.
* Play a key role in the development, production and analysis of high quality, accurate and timely data, intelligence, and management information that informs decision making and drive great outcomes.
* Develop processes and standards to track and analyse individual team returns and produce reports, highlighting and anticipating issues and opportunities.
Leadership and Management
* Coordinate work across sections or locations to align with the Agency’s strategic objectives.
* Manage and lead teams and projects to ensure timely and quality delivery of objectives.
* Monitor performance, taking corrective action as needed to maintain high standards.
Stakeholder Engagement & Operational Delivery
* Develop and maintain strong relationships with internal and external stakeholders, ensuring clear communication and alignment with APHA’s objectives.
* Collaborate across teams, departments, and with Delivery and Operational Managers, Heads of Business Units, and Finance to assess and enhance agency maturity.
* Support the development and implementation of engagement and communication plans, and work closely with the Defra Data Maturity working group to ensure consistency at a departmental level.
Continuous Improvement
* Once Data Maturity assessment is baselined, develop, track and maintain agreed plan to improve maturity across the Agency in a range of themes.
* Review existing and embrace / promote new systems, processes and ways of working, ensuring harmonisation across APHA and the wider Defra group, where appropriate.
* Identify opportunities for process improvements and implement changes to enhance service delivery.
* Utilise continuous improvement working practice.
Out of hours and detached duty work may be required in the event of an outbreak or incident to support the Directors. Allowances will be paid subject to the eligibility criteria being met.
