HM Revenue & Customs is seeking a Lead Platform Owner to craft innovative digital solutions for millions of citizens and businesses. You will define the strategic direction of our technology platforms and lead a talented team to ensure they meet our standards of scalability and performance. Platform delivery requires the management and ownership of platform lifecycle, environment management and the infrastructure responsibilities. Product managers and leads will focus on the development and delivery of individual products, with a greater focus on user and customer needs. Lead Platform Owners are critical for overseeing broader infrastructure internally, focused on scalability, reliability and performance for the consumers, customers and developers that utilise different aspects of the ecosystem. This role sits within the Chief Digital Information Officer (CDIO) Chief Engineering Platform Office, Network Services Team. We have undergone a major transition to a Managed Service Provider and this role is key to supporting its success. The Lead Platform Owner is responsible for overseeing the strategic direction, development, integration, and management of one or more technology platforms. They are responsible for ensuring integration and performance of the microservices, modules and products within the platform. They will role model leadership behaviours and values and inspire their teams to develop and to grow internal talent. Job description• Ownership of the platform and services, setting strategic priorities and leadership for the platform team. • Take charge of the coordination and team development for the Managed Service Provider (MSP) handling HMRC\\\'s Network Infrastructure and network operations. • Lead the strategic roadmap of the end-to-end lifecycle of the platform and services, responsible for ensuring the maintenance and continuous improvement of the platform. • Work closely with Architecture Teams, Lead Platform Owners and Senior colleagues to ensure there is a coordinated and seamless strategic plan for platforms within their function. • Collaborate with senior collaborators to gain insights into the business and CDIO strategic priorities and incorporate them into the platform plans. • Develop Business Cases and work to seek funding to ensure delivery of, and achievement of the Strategic roadmap • Collaborate with the platform and product teams to constantly enhance the customer experience and provide high-quality, efficient platform service and functionality that brings added customer value. • Connect with external networks and industry relationships to stay updated on trends and standard processes. • Build and strengthen strategic third-party relationships, finding opportunities to further benefit from the knowledge, expertise, and services of third parties. • Engage with professionals and teams across HMRC to advocate for user-centred and agile methodologies, and to optimize the functionality of multidisciplinary teams. • Work in partnership with Practice Owners/ Managers to ensure matrix managed colleagues understand their roles and task responsibilities. • Promote high performance by effectively managing, coaching, and mentoring platform teams. Establish clear objectives and ambitious goals for direct reports and build meaningful career and professional development plans.**Travel and overnight stays are rare but may be required.Person specificationEssential Criteria: Extensive experience in developing strategic technical solutions, handling ambiguity, and operating at a strategic level in complex organisations. Strong knowledge and hands-on experience with ITIL4, driving end-to-end value creation and continuous improvement. Strong technical proficiency in coordinating platform services with an expertise in emerging platform technologies and their applications. Proven ability to define, manage, and deliver IT organisational change, including capability and professional development, in large, complex environments over geographically dispersed teams across various disciplines while fostering a culture of trust, inclusion, and autonomy. Strong collaboration and relationship-building skills across senior stakeholders, both internal and external, even without direct authority. Agile response to change with the ability to lead teams through a compelling vision for the future. Ability to communicate complex technical requirements in a clear and accessible manner, secure funding, and advocate for platform improvements, demonstrating strong influencing and persuasion skills. Visionary leadership in team and service improvement. Risk and issue identification and management. Strategic resourcing and funding prioritisation amidst competing demands. Ability to communicate a clear vision and deliver platform services while working collaboratively with stakeholders and managing complex supplier ecosystems.
