Overall Job Responsibility:
Reporting to the Director of Health Promotion, this manager will lead a multidisciplinary team of professionals in the efficient delivery of public health services consistent with the Mission, Vision and Values of the Windsor-Essex County Health Unit.
The program manager provides guidance and support for the team in the efficient delivery of public health services, and shapes a workplace culture founded on trust and transparency. Work will entail forming and retaining partnerships and relationships both within the WECHU, with a variety of government and non-governmental partners, and in the community at large.

Key areas of Responsibility:
All public health competencies apply to the planning, development, implementation, evaluation, supervision, and management of public health programs and services supporting the requirements of the Ontario Public Health Standards, the Health Protection and Promotion Act and associated legislation and protocols related to Oral Health.

Key areas of Responsibility include but are not limited to:
1. Manages the oral health clinic schedule, assigning staff and monitoring efficiency and workflows.
2. Review educational materials and resources to ensure accuracy and cultural appropriateness.
3. Provide leadership and direction to a diverse team of employees.
4. Support the development and implementation of strategic directions and departmental, divisional and unit business plans.
5. Actively participate in management meetings (e.g. MT).
6. Prepare reports (e.g. Board, Ministry, LT, municipal council).
7. Create a positive work environment.
8. Communicate a consistent vision and direction for the team, ensuring communication barriers are eliminated.
9. Consult with and maintain strong relationships with members of the public, staff at all levels, external organizations, members of the Board and other departments to help achieve the goals of the team, division and organization.
10. Accountable for effective internal and external communications.
11. Evaluate, monitor and assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and resolve the problem, or make recommendations to the Director that are aligned with the vision and values of the organization.
12. Lead and direct the effective management of all team initiatives, projects and staff.
13. Establish a positive, healthy, and safe work environment according to all appropriate legislation and regulations; ensure staff receive appropriate orientation and training.
14. Recruit, interview and select staff able to help achieve team, division and organization goals.
15. Monitor staff performance on an ongoing basis and conduct annual performance reviews; coach and develop staff to improve or enhance performance.
16. Prepare financial projections and administer funds according to the approved budget; approve expenditures within the budget and monitor the cash flow.
17. Support and direct all media inquiries related to Oral Health programming as appropriate. May require participating in media interviews in various settings and through varying methods (television, radio, online, print).
18. Other duties assigned by the director.
Position Qualifications:
Education, Training and Experience:
1. A Bachelor’s degree in a relevant professional discipline including Public Health, Health Planning, Health Education, Health Promotion or related degree with a minimum of 5 years of management experience or a Master’s degree in a relevant professional discipline including Public Health, Health Planning, Health Education, Health Promotion or related degree with a minimum of 2 years’ management experience. Preference will be given to candidates with experience and/or education in the field of Public Health.
2. Current registration with the appropriate professional regulatory body in Ontario, if applicable.
3. Previous experience working in a clinic or oral health setting an asset.
4. Current registration with appropriate college as certified dental assistant, dental hygienists an asset.
5. Experience with budget development and management responsibilities required.
Other Requirements:
1. Demonstrated experience in managing in a unionized environment.
2. Comprehensive knowledge of Public Health and various related acts/codes/standards.
3. Demonstrated ability to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.
4. Demonstrated excellence in interpersonal, organizational, and time management skills.
5. Demonstrated superior written and communication skills.
6. Demonstrated computer skills including Microsoft Word, Excel, PowerPoint, email and Internet.
7. A valid Ontario Driver’s License and access to a reliable motor vehicle during work hours is required as well as 2 million dollars in liability insurance.
8. Satisfactory police information search.
