This 2* Military Command is located in London and situated simultaneously within a busy MOD Directorate, an operational HQ and a Higher Level Budget (HLB).

This post will deliver a robust finance function to the Command across both core and operational areas, concentrating on budget and low value purchase management.
The individual should have the ability to self-start and use their financial expertise to present financial data and drive decision making. The successful candidate will be expected to operate in a fast-paced environment and will have experience of managing multiple competing deadlines.
MOD Hybrid Working Policy requires colleagues to work at their post location, or other office locations according to business needs, for an average of 60% of working hours. This is particularly relevant as the post holder will need to access IT systems not available when working remotely. Job Description
The successful candidates will be responsible for the in-year financial management of complex budgets across core and operational teams, ensuring that appropriate proprietary and regularity matters are adhered to.
Your role will require you to assist in financial reporting and presenting data to stakeholders across the Command. You will be responsible for the effective in-year management of the Command budget, providing financial advice and guidance to the budget holder and cost centre managers on financial policy and business case scrutiny. Also includes preparation of the Annual Budget Cycle (ABC) and Forecast Submissions to the HLB. You should be confident in using financial systems and Microsoft Excel.
Responsibilities
* Preparation of the ABC for submission to HQ ensuring it reflects the Units requirements
* In-Year Management (IYM) forecasting and planning on PB&F
* Set budgets and manage in-year expenditure, assisting Cost Centre Managers on a monthly basis with their budget, and advising the Chain of Command on unit and sub-unit expenditure
* Compilation and preparation of returns in support of Governance, Scrutiny and assurance to HLB
* CP&F: track expenditure monthly, collating all information as an audit trail
* Financial risk management
* Provision of monthly IYM and reports to include:
o Payment and reconciliation of CP&F
o ePC Manager for cardholders, providing assurance to the LVP Mentor Team
* Oversee all IYM tasks related to the Command budget, including preparation of the monthly forecast on PB&F and supporting narrative; submission/tracking of accurate accruals and prepayments; the management of in-year budget transfers.
Person Specification
Essential
* Recent finance experience
* The ideal candidate will have previous experience in a financial, analytical or numerical role.
* Demonstration of excellent interpersonal skills and experience of dealing with people at all ranks and grades
* Strong IT skills. Proficient in Microsoft Office (Excel, Word, Outlook).
* DV Holder or subject to successful DV process.
Desirable
* Working knowledge of PB&F and CP&F finance systems. Experience of MOD finance and financial systems would be an advantage but not essential. Where required, full training will be provided on IT systems, and relevant areas of finance.
* Experience of dealing with military personnel of all ranks and their pay and claims systems.
