Who are we looking for? The Head of Technical Policy and Strategy for Future Control, Command and Signalling Systems will lead the development of policies and strategies for GB railways taking a whole industry perspective including Network Rail, Train/Freight Operators and their Supply Chains.

The System Authority is an independent centre of knowledge and excellence, offering unbiased guidance and support to Duty Holders, Digital Railway Project Entities, and the wider industry on Future Control Command Signalling (F-CCS) technologies. It promotes a unified code of practice and a systematic approach to planning, delivering, and operating F-CCS technologies.
By considering overall system risk and optimisation, the System Authority ensures that generic F-CCS solutions are compatible across the GB Rail Network, achieving long-term sustainability and full industry benefits.
What does the average day look like?
The Head of Technical Policy and Strategy will lead the Guiding Body function within the System Authority for F-CCS Systems. The role includes co-ordination between system development programmes and delivery projects associated with F-CCS Systems to provide alignment with the F-CCS Industry Vision and Policy and the F-CCS Digital Masterplan.
The F-CCS Industry Vision and Policy provides the framework that links F-CCS systems to business benefits including passenger/freight customers. The Head of Technical Policy and Strategy provides support to development and delivery projects in their application of the Industry Vision and policy and provides the focal point for issues resolution at an industry level including Network Rail, Train/Freight Operators and their supply chain. Being the focal point for the industry requires good communication and influencing skills along with an understanding of how F-CCS Systems can be integrated into the whole railway system to provide benefits for customers, stakeholders and all affected industry parties.
The Digital Masterplan is a whole industry plan to address the challenge of renewing the current GB Signalling system. Aligned with the F-CCS Industry Vision and Policy, the Digital Masterplan recognises the need to adopt F-CCS technologies in order to deliver the required renewal volumes within industry cost and resource constraints. The Head of Technical Policy provides support to NR Regions, Train/Freight Operators and their Supply Chains in their application of the F-CCS technologies and processes such that Signalling renewal programmes can be delivered in a way that addresses the challenges highlighted in the Digital Masterplan.
Minimum Requirements:
1. Chartered Engineer or equivalent experience
2. Substantial engineering experience including digital railway and legacy systems
3. A sound knowledge of industry wide policies and strategies associated with digital railway solutions
4. Proven ability to manage system engineering activities in a business environment
5. Strong and proven communication, coordination and negotiating skills.
6. Proven influencing and persuasion skills
7. Corporate member of relevant professional institution
