We are working with an NHS organisation who are seeking to appoint an Interim Commissioning Lead – CETR, DSR for a short term interim assignment.
The role will be for 6 months initially with the option to extend and will start ASAP. The role involves hybrid working with a mix of on site (2 days a week) and remote working (3 days a week). This may flex depending on need ie meetings etc.
The organisation are seeking an Interim Commissioning Lead, to take on the delivery of the Children and Young People’s (CYP) and Adults Dynamic Support Register (DSR) and Care (Education) and Treatment Review (CETR) processes, to ensure identification and support for those whose mental health concerns and/or challenging behaviour place them at risk of being admitted to hospital, if they do not get the right care and treatment in the community. This is a key role for the organisation and experience within the sector is essential.
Key responsibilities will include:
The role seeks to ensure that locally the organisation has robust processes that meet the national NHS requirements in relation to the DSR and CETRs, with clear links between the two processes and oversight of transition between the CYP and Adults DSRs where appropriate;
The role will entail Chairing the DSR Panel and maintaining the register, as well as Chairing Care (Education) Treatment Reviews and leading on Professional’s meetings with the network as required, to ensure a co-ordinated approach to people’s Care, (Education) and Treatment;
This role requires working closely with the network across health, education and social care (as well as external providers) to ensure recommendations are being enacted and the DSR contains up to date information on the needs and risks of those on the register;
Leading the coordination and implementation of the Dynamic Support Register for CYP and Adults in the locality, ensuring robust and compliant systems and processes;
Manage the DSR referral process and maintain oversight of people on the DSR;
Chairing DSR meetings, bringing relevant professionals together to collectively discuss and agree a plan to support the person, reduce risks and prevent unnecessary admission to hospital (or where admission is necessary, that this is done in a planned way). The post holder is not responsible for making any care or clinical decisions but will coordinate the gathering of relevant information;
Chair or support any Network or Professionals meetings that arise from the CYP and Adults DSR;
To form effective working relationships with key stakeholders, acting as the interface with inpatient services. Able to effectively challenge and hold partner agencies to account where appropriate;
To provide information and advice on the purpose of the DSR and the local process to key stakeholders;
To maintain the DSR, ensuring it is reflective of current needs, risks and support. Providing data and information to meet local and national reporting requirements as required;
To ensure a clear link between the DSR and CETR process, liaising with the locality Programme team in relation to requests for CETRs and to attend these meetings on behalf of the ICB;
To be up to date with relevant legislation and be able to advise key stakeholders as necessary;
To develop the DSRs within the borough as required, to promote its value with key stakeholders;
To undertake any other duties that may be required which are consistent with the grade and responsibility of the post.
The ideal candidate will have:
Educated to degree level in relevant subject or significant experience of working at a similar level in health, education, or social care;
Experience of working with children or adults with autism and/or a learning disability;
Experience of chairing multi-disciplinary/ multi-agency meetings and/or reviews;
Experience of coordinating partner organisations and working collaboratively to meet a common outcome;
Experience of oversight of complex cases in relation to learning disabilities and or autism;
Able to develop, establish and maintain positive relationships with internal and external partners;
Able to interpret and implement national guidance and legislation;
Knowledge of mental health legislation and other relevant policies and statutory guidance relevant to the role.
