Ontario Health at Home is looking for an experienced procurement professional to lead the procurement process for a wide variety of goods and services. The role manages the competitive procurement process by leading an interdisciplinary team within the organization through the procurement lifecycle, from RFx through to contract award and implementation.
The Procurement Specialist ensures compliance with OPS Procurement Directives and Ontario Health at Home relevant policies and procedures. The position meets with Vendors and User departments to resolve any Vendor issues and assist with the monitoring of Vendor contracts. The Procurement Specialist will also ensure that Ontario Health at Home achieves the optimum balance of cost, quality, and delivery in the acquisition of goods and services.
The position is accountable for ensuring all legal contracts for the organization are duly executed and stored in a secure database, and manages reporting to ensure contracts are procured or renewed accordingly.
What will you do?
* Drive the organization’s procurement activities to effectively execute procurement strategies and transactions, meeting Ontario Health at Home business needs, including RFBs, RFQs, evaluations, negotiations, award of purchase orders and agreements, and expediting close-out activities.
* Oversee and promote the ongoing development and sustainability of a purchasing framework with engagement of both internal and external stakeholders.
* Ensure procurement commitment approval and contracts align with the Ontario Health at Home Financial Signing Authority (FSA) policy.
* Develop the procurement business case, specifications/standards for the goods or service required, weighting and relevant evaluation criteria for individual RFx processes; develop appropriate procurement documents and contracts; and manage all aspects of the competitive procurement process including any necessary postings to the Ontario Tenders Portal (or equivalent platform).
* Participate in and support provincial procurement initiatives as required.
* Execute confidential financial and human resources procurements, maintaining strict confidentiality of sensitive organizational information.
* Implement policies and procedures to ensure alignment with applicable legislation, directives, and Trade Agreements and achieve compliance.
* Maintain current knowledge and ongoing continued education with regard to procurement modernization; stay apprised of changes to the provincial procurement framework to effectively lead as a subject matter expert in the procurement arena.
* Navigate the Ministry of Public and Business Service Delivery (MPBSD) Vendor of Record program on behalf of the organization to provide procurement advice regarding approach and Vendor selection.
* Guide and assist staff at all levels in awareness and understanding of procurement and contract management processes to increase the perceived value of procurement.
* Network with peers in other Ontario Health at Home offices; participate in committees to advise on new guidelines, process changes, templates, product evaluations, etc.
* Support the coordination of various Ministry reporting and/or audits involving procurement on an ad hoc or as needed basis.
* Manage a centralized repository/database for all legal agreements. Collaborate and coordinate with internal contributors and subject matter experts to ensure content is complete and accurate.
What must you have?
* University degree or college diploma in a related area such as Health Administration or Business, Project Management. Certified Professional Purchaser (CPP) or Council of Supply Chain Management Professionals (CSCMP) designation is an asset.
* 3-5 years’ experience in a previous procurement and/or contracts department working with complex and high dollar contracts.
* Knowledge of contract law.
* Knowledge of OPS Procurement Directives.
* Understanding the role of Supply Chain Management of the Ministry of Government and Consumer Services.
* Knowledge of the Province’s Vendors of Record (VORs), and mandatory compliance requirements.
* Working experience in a multi-disciplinary environment.
* Proficient in Word, Excel, PowerPoint, Outlook; experience with IT procurement hardware/software is an asset.
* Excellent negotiation and facilitation skills with good business acumen.
* Strong project management skills as well as the ability to manage/oversee multiple projects simultaneously; and the ability to meet tight timelines.
* Strong analytical and problem-solving skills required as well as proven ability to work and pay close attention to accuracy and detail.
* Proven ability to work in a fast-paced, changing environment.
* Strong verbal and written communication skills.
* Ability to share knowledge with other staff on contract requirements, process changes, etc.
