Title of Post: HR Officer (Full-time permanent) 36.25hrs, Salary Circa - £30K Location: Newry Credit Union Reports to: CEO Working Arrangements: Full-time position, working in conjunction with the CEO/SMT to provide a full-time HR support service to the organisation Aim The HR Officer will support the HR function and have responsibility for the planning and delivery of HR service to Newry Credit Union. The role has a broad generalist remit and will be specifically responsible for providing advice and support to management in relation to staff management and development and employee relation issues. The HR Advisor will work together with CEO and Senior Management Team, keeping up to date with Newry Credit Union service developments and continuously seeking to improve processes and ways of working, to ensure all aspects of the HR function operates effectively and in line with the organisations operational plans and best practice. Responsibilities Provision of HR Support & Guidance Work closely with CEO, Senior Management, and staff in assisting them to understand and implement policies and procedures and employment legislation changes. Provide advice on terms and conditions, pay and other remuneration issues. Work closely with managers to improve employee relations (ER) activity particularly around absence and performance management, discipline, grievance, absence etc. Endeavour to resolve Employee Relation issues arising through effective communication, negotiation and consultation. Support and coach line managers to take ownership and responsibility for effective management. Provide support and advice to line managers in relation to the effective application of HR best practice, HR policies, procedures, terms and conditions, and employment law requirements. Overall management of Edays HR software Support the organisation through cultural change to transform service delivery and improve organisational effectiveness to Members Recruitment & Selection To develop effective relationships and work in partnership with Newry Credit Union managers to understand and proactively support current and future business needs and department challenges; To provide proactive resourcing advice and cost effective, innovative recruitment solutions. To provide an efficient and effective recruitment service for all staff, ensuring adherence to statutory provisions and appropriate documentation in relation to the recruitment process is recorded and maintained for the requisite period of time. To assist with the development and improvement of recruitment & selection policies and procedures. To convene recruitment & selection panels and participate in the interviewing process as required To ensure appropriate follow up after interviews e.g. outcome communication to candidates, requesting references, liaising with successful candidate etc Ensure an effective induction programme for new staff to enable a full integration into the organisation. Wellbeing/Staff Appraisal/Training To promote and implement Newry Credit Unions Wellbeing policies and procedures. To assist with the development of training plans and programmes for staff. To liaise with managers with regards to training needs and developments. To assist with the implementation of a staff appraisal/performance management scheme. To providing guidance to managers to successfully translate their business goals into SMART performance objectives for individuals and teams. Equality Promotion & Monitoring Promote equality and diversity as part of the culture of the organisation to include communications, induction training, etc. Assist in ensuring the organisation fulfils its legal responsibilities with regard to Equality Legislation, including monitoring all recruitment exercises in line with Newry Credit Union Recruitment and Equal Opportunities Policies, and taking action as appropriate. Complete and analyse the Equality Commission Monitoring Return on an annual basis Administration & Reporting Ensure HR administration is carried out effectively and efficiently. Provide monthly HR updates and KPI reports to the CEO/Senior Management Team and Board. Update the Edays HR system and employee files in a timely basis. To review attendance and associated issues including Return to Work interviews, occupational health referrals, risk assessments, etc. and provide advice and guidance to managers. Communications Participate as the HR representative of the Joint Staff Management Consultation Committee and co-ordinate bi-monthly meetings. Participate as a member of the Health & Safety and Risk Committees. Liaise with external consultants on more complex matters. Personal Development Proactively maintain and update own knowledge of HR issues including employment legislation, keeping abreast of changes in legislation and practice, ensuring that knowledge is shared and acted upon, and that the organisation always remains compliant with all legislative requirements This Job Description is intended to provide a framework rather than set limits.
