An exciting opportunity has arisen to join the Performance and Information Management Team as an Information Business Partner for Elective Care. The team is looking to appoint an individual who will be responsible for providing specialist advice to staff within, and external to, the Trust on data analysis, information reporting & interpretation, and NHS Performance standards. Analysis of complex data, development of information systems, and production of reports is key to this role.
Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification. The post holder will ensure that all Elective Care statutory reporting requirements of the Trust are met within the required timescales, taking a lead role in investigating and resolving complex data and information issues and promoting clear understanding to others.
The post-holder will have close working relationships with the Surgery Care Group and Service Line leads, providing a first point of contact for their information requirements, whilst training, supporting, and guiding them to the most effective insight to their services. The post-holder will deputise for the Head of Data, Analytics & Automation regarding RTT reporting and elective management tasks. The post-holder will be the lead for elective reporting and RTT roles.
Key Responsibilities
1. To provide a reactive service to the Surgery Care Group, supporting the Exec and management leads in gaining insight to their services.
2. Build close and positive relationships with operational and clinical leads in the Surgery Care Group.
3. Have a wide range of knowledge pertaining to Performance standards relevant to the Care Group.
4. Ensure reporting is in place to answer the key questions being asked by the Care Group and Service Line teams, with a single point of truth for each metric.
5. Provide proactive analysis of elective/surgical services, raising issues to the Service & Performance leads on capacity & productivity issues and other relevant variances.
6. Cross cover with the other members of the Information Business Partner team.
Performance Reporting / Monitoring (Elective)
1. Provide in depth analysis of performance issues, highlighting any variation and providing insight.
2. Provide reactive analyst support for the Principal Information Analyst, Head of Data, Analytics & Automation, and the Director of Performance.
3. Review guidance on Nationally Defined Situation Reports and work with Information Provision Team Leader to ensure that these are implemented by the team.
4. Review data provided by the National Team and resolve or understand any reconciliation issues. Ensuring that information submitted is accurate.
Other Information Analysis
1. Deputise for the Principal Information Analyst & Head of Data, Analytics & Automation as and when required.
2. Provide expert advice and support regarding the collection, reporting, and interpretation of information across the Trust and within the local health community.
3. Provide a suite of reports, consistent with routine performance monitoring, that accurately describes the elective services to the Trust.
4. Carry out complex analysis of Trust data using a variety of analytical methods and tools and be able to convey complex situations and analysis to a wide-ranging audience.
5. Advise on the production of statutory and ad-hoc reports in accordance with Trust and national timescales and requirements and ensuring that National Guidelines are interpreted and applied consistently.
6. Provide other operationally necessary reporting, e.g. PTLs and dashboards, to ensure they are accurate and fit for purpose.
7. Be expertly knowledgeable of relevant NHS data definitions and reporting requirements, and be able to interpret this guidance/national policy and implement changes locally when required.
8. Work proactively with other Trust staff to ensure that the reporting requirements of the clinical, administrative and managerial staff are met by conducting audits or surveys.
9. Represent the Trust at local and national information forums and relevant events and ensure feedback occurs to team and wider audience where necessary.
10. Ensure that Personal Confidential Data and sensitive information is kept confidential at all times within the team and promote this requirement to the wider audience.
11. Provide advice to the team on how to handle other information of a sensitive nature such as political sensitivity or where results are being published which focus on an individual's performance.
12. Collaborate in the developing and running of workshops so users of the information are confident and able to use the tools available and interpret the information appropriately.
