DEFRA are currently establishing the Scheme Administrator for the new UK packaging Extended Producer Responsibility Scheme (pEPR), which will collect fees from Producers and manage the administration of that money in the form of Grant payments to 440 Local Authorities across the UK.
Reporting to the Finance Manager for the pEPR Scheme Administrator, the 3xSenior Finance Advisors will join a team of finance specialists to deliver the finance function for the Scheme Administrator. As a Senior Finance Advisor, you will provide strategic finance support to Senior Leadership, Devolved Governments and Four Nations boards and committees for the multibillion four nations pEPR. You will work closely and build critical relationships with finance professions across Defra, Devolved Governments and other government departments, maintaining critical relationships between SA and key stakeholder finance functions.
At Senior Executive Officer (SEO) level, you should be very comfortable with handling data and information from a range of sources and translating it into comprehensive and informative outputs, and in coaching others to do the same. You should be proficient and confident using MS and other IT products to manage and manipulate financial and HR data. SEO level candidates should be able to pro-actively identify potential improvements to processes and functions to bring clarity, accountability and good decision making while providing a high-quality service to colleagues. You should be self-motivated to drive forward deliverables, while understanding the bigger picture and building effective relationships.
* Ensure the timely preparation of monthly and year-end financial statements, adhering to public sector accounting requirements, relevant legislation, and International Financial Reporting Standards (IFRS).
* Provide assurance of integrity of information on financial systems, advising on the correct accounting treatment of complex transactions.
* Deliver accurate, timely, and insightful financial reports on behalf of the SA to DEFRA, Devolved Governments, and SA Governance forums, ensuring that the reports are aligned with the needs of the stakeholders.
* Proactively identifying risks, issues and opportunities to improve pEPR finance and resourcing functions, processes and standards, making appropriate recommendations to the appropriate governance forums.
* Build and maintain strong relationships with a wide range of SA stakeholders as well as colleagues across finance functions within DEFRA, Devolved Governments and the wider stakeholders, to provide a joined-up service.
* Work with the SA’s Fraud & Debt Management teams to identify and mitigate finance risks, operating financial controls and monitoring.
* Develop and implement effective approval processes, controls, and reconciliations across the service. Liaise with internal and external parties to ensure compliance with National Audit Office (NAO) requirements.
* Understanding and complying with Managing Public Money and Consolidated Budgeting Guidance within your work.
* Take ownership of the implementation and monitoring of robust financial controls to ensure operational integrity and regulatory compliance.
* Provide resilience and continuity of financial processes in the absence of the Finance Manager.
