Job Summary
His Majesty’s Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194. It is home to almost two-thirds of the Royal Navy's surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.
The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth based ships. HMNBP is one of three naval bases providing enabling support as part of the nation’s defence strategy. In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas. This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ship’s companies preparing for operations. A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services. Job Description
The post is responsible for contributing to the delivery of a managed and suitably maintained Infrastructure to support Royal Navy (RN) Force Generation Capabilities. Specifically, supporting delivery of Facilities Management (FM) Services; ensuring the Service Provider(s) deliver in accordance with the Contract; acting as the intelligent interface with relevant Service Provider(s) and Stakeholders.
The successful candidate will:
* Act as Naval Base Asset Portfolio and Asset Data including:
* Analyse Asset data trends and produce trend analysis to support recommendations for investment, disinvestment and adjustment to maintenance of existing Assets on-site.
* Develop and implement Asset Process Management activities (including transition, change and integration of industry standard Asset Management techniques).
* Ongoing organisation assurance and alignment with current Industry Standards, MoD Asset Management, Grading Methodologies and Navy Command / DIO Assets Policies.
* Alignment with Service Provider contract delivery routes.
* Management of all Asset Data and Asset Management models used to support Asset Management Delivery (maintain output capabilities).
* Champion good Asset Management processes, behaviours and understanding including continual development, assurance and auditing.
* Understand Navy Command strategic direction and support the identification of opportunities to save, invest and draw synergies to meet operational demands.
* Identify and develop links to other datasets to enable further opportunities / savings / enhancements, links to:
* Asset Infrastructure Assessment.
* Inform Forward Maintenance Programme.
* Inform PMO Project Lines.
* BIM.
* EPMS.
* Surveys / reports / drawings.
* EMP 2040 Plan.
Person Specification
This is a fast-paced and exciting role that will be ideally suited for someone knowledgeable in Asset Management or Facilities Management with an ability to think across the Hard FM spectrum, from tactical repairs supporting the strategic positioning, to achieving a safe and secure site that meets its operational outputs.
Candidates will need to be experienced in leading, managing and communicating across different functions, teams and organisations.
