Revenue Scotland’s New Devolved Taxes Programme Management Office is looking for a PMO Governance and Reporting Manager to lead, co-ordinate and manage the governance and reporting requirements of the Programme. The PMO is responsible for setting standards for programme management, driving consistency in approach and implementing guidelines, procedures and templates to support delivery, as well as providing management information to support decision making at a senior level. As PMO Governance and Reporting Manager you will be responsible for leading and managing reporting activities for various governance boards, developing and maintaining programme templates and reporting tools. You will engage with a wide range of stakeholders to ensure adherence to the established governance and reporting arrangements, drive a best practice approach and ensure a single source of truth is available throughout the lifecycle of the programme. Part of the role will also include providing support to project teams in their project delivery, providing expert advice and guidance across key PPM themes, including planning, risk, issue and dependency management. You will also have staff management responsibilities for at least one member of staff. Responsibilities Lead, co-ordinate and manage engagement with stakeholders at all levels to build strong working relationships, defining, planning and agreeing specifications for project and programme reporting. Lead engagement with project teams to inform, analyse, and report on project and programme activity against expected progress, ensuring accuracy, challenging effectively and implementing improvements where necessary. Consolidate, analyse and assess all project and programme status information to produce accurate and trusted management information to keep stakeholders informed of programme progress against key areas including, scheduling, milestones, risks, issues, and finance. Manage the reporting schedule and lead in the production of appropriate and proportionate governance and reporting documents, tools and templates to ensure all required information is available to prepare and complete required reporting for governance boards and senior scrutiny. Provide advice and guidance to project teams in the development and maintenance of required project documentation, ensuring adherence to established governance arrangements and providing challenge, support, and advice throughout. Provide guidance, direction and support to project teams on project planning, risk, dependency, and issue management. Assist the PMO Manager in the preparation, requirements gathering, co-ordination and management required for: Programme Boards, Gateway Reviews, Digital Assurance reviews, audits carried out by Audit Scotland, Parliamentary appearances and information required relating to FOI requests, Parliamentary Questions and FMQs. Line management responsibility within the PMO. Qualifications Qualifications PMO Governance and Reporting Managers should have, or be closely working towards, a professional level qualification, such as PFQ, APMP, APM’s PMQ or Axelos’ P3O qualifications. Technical / Professional Skills: Governance. Implement, monitor and ensure adherence to programme governance frameworks and co-ordinating and supporting relevant assurance activities - Practitioner Level. Risk and Issue Management. Manage risks and issues across the programme, demonstrating understanding of relevant tools and techniques and the ability to use these to support delivery - Practitioner Level. Scheduling. Contribute to planning and scheduling for this large and complex programme of work, using the relevant tools and techniques and software – Practitioner Level.
