The purpose of this job is to support the role of NEC Service Manager for the Highways contracts (annual value £30 - £50m) with the appointed contractors. Drawing upon resources within the integrated structure to ensure the contract is executed in accordance with its terms including payment, service and performance levels while demonstrating value for money for the communities of Oxfordshire, and ensuring risk is balanced and accounted for.
Working with the Contract Manager and Operational Managers, the role will ensure that works are undertaken to manage and deliver the Highways contracts in line with the responsibilities defined within the contracts, ensuring the contract always represents value for money for the council.
To ensure performance payments and contract extensions are made in accordance with the high performance the council requires and seek areas for further efficiency savings. Identify collaborative opportunities within the directorate at managerial, operational or supply chain level to drive service improvements and efficiency savings.
The post holder will ensure that processes are in place and maintained to ensure effective and efficient budget management and that the relevant legislation and underlying policies of the County are applied to all operational and statutory functions carried out by the operations service area.
The role will support other Managers across the Environment and Place to embed effective business processes within their teams and ensure continuous improvement in the performance of the Directorate.
As QS Highways Contracts, the post holder will be accountable for the following activities:
1. Ensure the commercial delivery of the contracts on the Highways Network, and as appropriate ensure that it develops in accordance with the service requirements, performance, payment, and contract conditions.
2. Work with colleagues, both internal and external supply chain partners to identify and evaluate opportunities for innovation aimed at improving services and reducing revenue costs.
3. Collaborate with the Contract Manager to develop a clear vision for the Operations team, adding value to the functional operation of the Highway Maintenance service through effective and efficient business processes.
4. Support and enable colleagues across Highway Operation and Management to embed systems to achieve continuous improvement, establishing challenging performance goals and reporting progress.
5. Work with our Communities, Staff, elected Members, Partners, and Suppliers to ensure the delivery of required outcomes, using the right skills and the most appropriate delivery methods.

The postholder will be expected to act as a senior advisor to the Head of Service, providing detailed information on operational issues, service delivery, and management of staff to enable effective service planning and decision-making.
The role will require working with members of the Senior Leadership Team, other Senior Officers, Members, Suppliers, Communities, and other Partners, therefore being able to build working relationships and effectively communicate complex, professional advice is vital.
