The post holder will be responsible for the day-to-day clinical and operational leadership and management of public health nursing teams in North Devon. They will ensure the delivery of an effective and appropriate service that identifies need within a family, school or community and addresses health inequalities. This includes first line safeguarding advice and supervision. In addition, the post holder will support the development and implementation of service development, standard setting, clinical audit, and benchmarking to deliver needs-led evidence-based care that supports the local and national priorities.
Job Purpose
The post holder will have continuing responsibility for the day-to-day clinical and operational leadership and management of public health nursing (health visiting/school nursing teams) for a designated geographical area. This includes:
1. Ensuring the delivery of an effective and appropriate service that identifies need within a family, school, or community and addresses health inequalities.
2. Promoting effective patient and public involvement in the development and delivery of services.
3. Being the principal point of contact for allocated GP practices, children’s centres, schools, and private and voluntary providers.
4. Developing and delivering co-operative working arrangements that support healthy outcomes for children, young people, and their families.
5. Ensuring robust and accurate data recording systems are in place within the locality and that this is monitored regularly.
6. Taking a lead on specific public health priorities or project requirements across localities.
7. Practicing within the NMC code and Devon County Council policies and procedures.
Main Duties and Responsibilities
1. Planning, developing, and implementing systems and procedures that ensure that the public health nursing team delivers responsive care within the allocated resources.
2. Providing cover for other Public Health Nurse Team Managers as required.
3. Working collaboratively with other Public Health Nurse Team Managers and business support team leaders within a hub model to provide services across a wider geographical area.
4. Delivering the national and local commissioned public health priorities including breastfeeding and NCMP.
5. Evidencing delivery of service priorities and outcomes and addressing challenges arising in relation to this.
6. Management and supervision of direct line reports (school nurses and health visitors) including initial safeguarding supervision and completion of appraisals.
7. Managing initial HR issues, recruitment, sickness absence, performance, and undertaking investigations.
8. Having financial oversight for the team budget and meeting financial targets.
9. Authorising expenditure and holding budgetary accountability for the procurement of physical assets and supplies community equipment.
10. Managing and developing the team to deliver the healthy child programme and meet key performance indicators.
11. Ensuring all team members have the competencies to undertake their role.
12. Ensuring robust data returns and data validation.
13. Engaging with key stakeholders both internal and external and promoting good working relationships.
14. Upholding the organisation's values and promoting positive behaviours in the team and wider organisation.
Patient Care Responsibilities
1. Monitoring and developing clinical practice and ensuring clinical standards are evidence-based and adhere to national and local guidance and policy.
2. Completion of audits and implementation of action plans from audits, complaints, etc.
3. Supporting the development of quality initiatives and engaging in the quality and governance agenda.
4. Providing specialist clinical guidance to staff and other agencies in the area of expertise.
5. Participating in child protection case conferences, network meetings, and other multi-agency meetings as appropriate and supporting team members in the safeguarding process.
Freedom to Act
Acts as an autonomous public health nurse manager accountable for own professional actions. Responsible for recognising the needs of the service, identifying risk, and making autonomous decisions to provide appropriate management of the public health nursing team. Ensures that accurate and contemporaneous records are kept by staff in the team and escalates risk appropriately to line manager, safeguarding supervisor.
Location / Mobility
You may be required to work at, or from, any additional location as may be determined by the organisation from time to time. The organisation also reserves the right from time to time to change your base on a permanent basis to a reasonable location determined by it at the time the change is made. You may also be required to travel between premises for the performance of your duties.
Experience
Essential
1. Understanding and experience of child protection.
2. Experience of managing and supervising individuals.
3. Clear understanding of the needs of Children/Young People and their families.
4. Knowledge of national and local strategies pertaining to Children and Young people and the public health agenda.
5. Evidence of continuing professional development.
Desirable
1. Child protection supervisor, SCPHN (HV or School Nurse) qualification at degree level.
2. Registered Nurse or Midwife.
3. Mentor/practice assessor qualification.
4. Post SCPHN registration experience.
5. Masters degree or equivalent experience gained by undertaking ongoing personal development and training.
