The postholder is a member of a team of generic supervisors who deliver the overall managerial support and leadership across operational service delivery, reporting directly to the Operations Manager. In particular, the postholder will have day-to-day responsibility for the organisation of staff, plant and equipment, and the deployment of resources to provide customer-focused service delivery.
Key Responsibilities:
1. Support the delivery of the aims and objectives contained in the Operational Services Service Plan.
2. Provide supervision and technical support to all refuse, recycling collection, toilet cleaning, and street sweeping services staff to maximise efficiency and effectiveness while addressing operational issues.
3. Put the customer at the centre of everything you do.
4. Be directly accountable for an individual service delivery section while providing support and cover across the entire unit.
5. Assist the Operations Manager in delivering customer-focused front-line service delivery.
6. Supervise, maintain communication with, and monitor the workforce to maximise service performance.
7. Issue vehicles to crews and ensure compliance with vehicle operating licence paperwork, such as defect reports and log books.
8. Conduct inspections of site operations to ensure compliance with safe working practices and minimise hazards.
9. Issue daily work packs to crews, ensuring all information is up to date and correct.
10. Collaborate with the Supervisor Support officer to identify and resolve root cause complaints related to service delivery.
11. Be fully conversant with the Bartec 'in cab' system and use it daily as a fundamental management tool for seamless service delivery.
12. Monitor Bartec daily to ensure crews are using the system correctly and address staff issues or training deficiencies immediately.
13. Respond to and resolve problems reported by operational staff daily, including Bartec issues, and continuously update round and work pack information.
14. Provide detailed local knowledge on operational problems to ensure correct deployment of vehicles and staff resources.
15. Perform data entry and retrieval on the computer system (Green Sweep and Bartec) and communicate with customers, councillors, and other departments effectively.
16. Continuously monitor staffing deficiencies and react immediately to select and deploy agency/cover staff as required.
17. Work closely with the workshop or external vehicle maintainer to establish vehicle availability within the service schedule and non-routine maintenance.
18. Lead by example and supervise compliance with all Health and Safety policies and Safe Systems of Work, maintaining PPE records and issuing PPE.
19. Ensure compliance with corporate policies including GDPR, freedom of information, fire safety, and procurement of goods and services.
20. Participate in training and development activities within the department and externally when necessary.
21. Perform a full range of supervisory duties, including recruitment, shortlisting, interviews, appointments, staff inductions, probationary reviews, individual appraisals, and ongoing training needs.
22. Deliver the relevant parts of the service plan within the agreed budget.
23. Supervise and performance manage staff, including work allocation and approving leave (where agreed).
24. Supervise Health and Safety and lead by example on the Health & Safety agenda.
25. Conduct timely return-to-work interviews, sickness absence reviews, and informal capability meetings.
26. Produce and maintain accurate records related to all staff matters.
27. Ensure that all accident and incident forms are completed within strict deadlines and maintain accurate records at all times, updating Risk Assessments as required.
28. Produce and review service-based Risk Assessments.
29. Work closely with the Council's Customer and Corporate Communications team to ensure customers receive up-to-date, relevant information about the services provided by the team.
