Interim Reactive Maintenance Officer - Building & Technical Services

The purpose of the role is to deliver a continuous building reactive and proactive repair estate and facilities management service throughout the year, delivering an out of hours emergency call out facility, via an established rota, to designated buildings throughout the Force estate in line with all current relevant legislation and to agreed standards. Dealing with all reactive property maintenance issues.
Key Responsibilities:
Manage a wide range of technical functions within the built environment, including complex reactive and planned maintenance tasks ensuring, relating to building fabric, mechanical and electrical repairs, providing a customer focused culture of service. Be the first point of contact for all customers within designated sites, and manage, supervise and task external contractors and suppliers.
Deliver a 24/7, customer focused estate and facilities management provision providing technical information, reports and specifications when required providing innovative solutions to all property related matters ensuring all works are in accordance with the estate strategy and Service Level Agreements.
Be responsible for the tasking and day to day supervision of the force wide portering provision and maintenance assistants in order to ensure a safe and efficient service is delivered.
Support in the development and improvement of estate systems to reduce the amount of emergency and reactive call outs to repair equipment / machinery in designated properties. Be reactive and proactive and investigate and collate evidence to support future programmes of planned preventative maintenance schemes.
Interrogate and alter (within boundaries) the Building and Energy Management Systems to ensure the building’s mechanical and electrical equipment such as ventilation, lighting, power systems are working within specification.
Ensure compliance with corporate asset standards and legislative engineering and building service contracts across the force area and covering all disciplines including Construction Design & Management Regulations.
Regularly liaise with other corporate asset members on behalf of the customer to ensure that all facility related services are working towards a fully integrated estate and facilities management service.
Develop schemes for improvements and planned programmed maintenance within the assigned properties and within financial limits as set by the Reactive Maintenance Manager.
Create rolling programme to carry out inspections of Force properties including those with other Maintenance Officers and colleagues to exchange knowledge and develop an understanding of the entire estate.
Establish partnering roles with other Maintenance Officers as and when required or instructed.
Attend Command / Management Meetings when required within their designated buildings, and deliver solutions to area needs, provide updates on imminent, up and coming and completed schemes / projects within the Area.
Supervise contractors when visiting site to assist the Programmed maintenance team also dip sample quality of work and performance of framework contractors and establish mechanism to report findings.

Full UK driving licence and access to their own car.
Qualifications:
Recognised building / electrical / mechanical qualification, minimum HNC or NVQ Level 4.
Full member of a built environment related professional institute ensuring the required level of expertise for this role preferably, but not limited to IWFM, RICS, CIBSE, CIOB, or CIAT.
Construction Skills Certification Scheme managing safety qualification, would also be desirable or currently working towards the qualifications.
Skills & Experience:
Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
5 years post qualification experience working within a built environment related discipline.
Knowledge and experience in the operation of relevant statutory regulations, including asbestos, Health and Safety working practices and procedures is essential which needs to demonstrated by a formal Institution of Occupational Safety and Health qualification (IOSH).
A thorough knowledge and practical experience of Police and Crime
Commissioners Standing Orders and Financial Regulations, together with Force Financial Instructions in the procurement of services.
Have knowledge of Sustainability and Carbon Management matters, Schedule of Rates, also the Building Energy Management System to ensure opportunities where changes to the BEMS will deliver energy savings.
Good interpersonal and negotiating skills with an ability to work to strict deadlines.
Excellent written and presentation skills to communicate effectively to Chief Officers Group, PCC and other Senior levels.
The ability to work in a large team, with a diverse workload is essential for the post holder, together with a flexible approach to work and an ability to work under pressure and meet deadlines.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
