Our client operates an agile working culture, partially office and partially home-based. This role can be based anywhere in Scotland but may require travel throughout Scotland occasionally. It is likely that you will attend the Edinburgh, Glasgow or Stirling office one day per week.
What does the team do?
The Corporate Governance and Performance Department is responsible for governance and ensuring the appropriate governance framework is maintained; the creation of Strategic framework; risk management; internal audit; the annual planning processes; portfolio management to support in delivering a complex series of related projects and provide guidance in effectively managing their interdependencies and allocating resources; two key business systems (Oracle and stakeholder CRM) and their ongoing development and reporting.
What are you responsible for?
Budget - The post by design has no direct budget authority. However, the post holder monitors the overall financial performance of the organisation ensuring that its resource budget is spent in accordance with the Corporate Plan and delivers the intended objectives.
Line management of 3 direct reports (Finance Analyst, Business Partner and Business Analyst).
Background to the role
The Financial Planning, Analysis and Reporting Manager is responsible for the organisation's planning, budget setting and monitoring processes ensuring alignment of the activities with the Strategic Framework and risk appetite of the organisation.
As our client looks forward as an organisation, this is a key role in ensuring that they have a long-term financial strategy and workforce plan. The postholder will be responsible for the creation and ongoing review of the long-term financial plan and working with HR to build in workforce planning to this.
The post holder is responsible for ensuring that the financial resources required by the approved plan are in alignment with the resource budget for the organisation.
The post holder will be System Owner of Oracle and will ensure that the system is aligned and consistent with the organisation's requirements ensuring that data collected and reported is accurate. As System Owner the role will look to the development, efficiency and use of the system across the organisation always seeking improvements in reporting and its processes.
This is a senior post in the Corporate Governance and Performance Department responsible for the overall organisational financial management reporting to Heads of Departments, the Leadership Group and the Board. The post holder will liaise with directors, HODs, managers and budget holders and auditors.
This role reports to Head of Corporate Governance and Performance but has scope to deliver efficiencies and improve internal/external customer service, controls and processes.
What is the job?
* You will be responsible for the planning, setting and monitoring the overall organisation's budget to work with Finance to ensure that the outturn for the financial year aligns with the resource budget for that year. The post holder will also be responsible for undertaking regular in year financial reviews and reforecasts.
* You are responsible for developing and monitoring the overall organisation's capital budget ensuring with Finance compliance with all regulatory standards.
* You will lead on the creation and continual review of the long-term financial strategy. This will involve working with Leadership Group and Board direction to create scenario planning (short, medium and long term) and prioritisation for the organisation in relation to both spend and income opportunities. This will also include working with HR and the Portfolio Office to develop a workforce plan, building in the costings of this to the long term strategy with the appropriate scenarios.
* You will be System Owner for Oracle. This will involve management of the core Oracle team including the Oracle Business Partner and Oracle Business Analyst roles. The post holder will ensure that the system is maintained and secure, ensuring with colleagues that effective controls are in place and that upgrades are completed within the agreed timescales, whilst leading and motivating the team.
* You will (working with the Oracle Steering Group) be responsible for the creation of a development plan for the system, communicating that plan to the organisation and delivering the plan within agreed timescales.
* You will continually review and report on the status and performance of the organisation by ensuring that the budget holders, Leadership Group and the Board are provided with monthly reports. These reports will cover ABC status, updated risk registers, and financial measures, along with pertinent comment on performance against targets and budget including identifying the reason for variances and the recommendation of corrective actions.
* You will work with Directors and Head of Departments in the creation of an operational plan and ensure that the resource budget in Oracle is aligned to that and any in year adjustments.
* You will work with others in the organisation to champion opportunities to develop and implement initiatives under the Best Value and Government Efficiency Schemes to meet the organisation's annual efficiency target.
* You will lead on projects requiring financial review, analysis and financial systems input.
* You will also assist the Head of Corporate Governance and Performance as and when required in order to ensure all aspects of financial services are delivered to a high standard.
What you must have
* A qualified Accountant with post qualifying experience
* Experience in the implementation and/or development of ERP / Business systems
* Experience of creating budgetary and control systems and reporting at a senior level
* Excellent interpersonal skills and experience of working with key stakeholders
* Exceptional analytical and problem-solving skills
* Advanced Excel skills
