Post: Turning Point Manager

Overall purpose of the job
To lead a team in providing safe and warm accommodation to enable support for residents to address the revolving door of homelessness. To play a pivotal role in supporting individuals to maintain their tenancies, integrate into their communities, and develop greater independence and confidence. Take a strong, visible, and proactive leadership approach to working collaboratively. Model a person-centred approach where residents are empowered to take control of their lives through supporting residents based on their values, preferences and needs. Good knowledge on pathways for residents and their housing outcomes, disseminating this to the team.
Working hours: 37.5 hours weekly Monday to Sunday, with occasional evening and bank holiday working. Actual days, start/finish times may be variable and in accordance with the service rota.
In collaboration with the senior management, the post holder will take overall responsibility for:
* Taking the lead of a housing project and the housing management responsibilities.
* Delivering high-quality services to residents and ensuring the success of the team.
* Supporting the team in promoting positive physical and mental health planned pathways for interventions – Safe living accommodation, opportunity for creating positive self-worth, confidence, job skills, education, accommodation ready, substance misuse, mental health, physical health, budgeting, relationships, life skills.
* Keep a record of the outcomes and measure the success of the interventions and signposting opportunities. Presenting them in the relevant arenas.
* Offering a safe and healthy place to live for residents in a supportive community, where residents' opinions are listened to and shape their support.
Main duties & responsibilities:
LINE MANAGEMENT
* Set individual performance objectives and monitor progress, conducting appraisals and regular supervision to ensure staff are supported in their professional growth.
* Create an environment where employees are able to work productively and develop professionally.
* Lead, motivate, and coach a team that aligns with the CHESS values.
* Oversee recruitment and the induction process for new staff, ensuring they are well-equipped for their roles.
* Manage cover at the site, including liaising with night security.
SERVICE DELIVERY
* To work in partnership with Chelmsford City Council in assessing suitability of referrals to the project, interviewing and risk assessing.
* To facilitate access to the project that will help residents address issues that have led to them being homeless.
* To advise residents on their housing rights and responsibilities, supporting the team to work with residents to access move-on accommodation.
* Oversee move-on processes, emphasising ongoing service user assessments and creation of personalised support plans which promote independence.
* Be the point of contact with Chelmsford City Council to ensure move-on pathways for residents are appropriate and accessible.
* Proactively embed a culture of learning, development, reflection, and evaluation in a psychologically informed environment.
* Monitoring the service CHESS provides against objectives, quality standards and funding requirements. Presenting data at partnership meetings if required.
* Deliver a flexible service that can be adapted to the services need.
* Lead the team on following a positive pathway of support from assessment to support planning and outcome star.
* Ensuring and monitoring that the team complete all data, client records and compliance information in a timely manner.
RISK MANAGEMENT
* Ensure that all health and safety, safeguarding, and risk management processes are rigorously completed and followed.
* Any breaches of health and safety on site to be reviewed and actioned promptly. Ensuring incidents and accidents are reported and investigated in a timely fashion.
* At all times have a strong awareness and understanding of CHESS’ policies, including health & safety, equal opportunities, diversity & inclusion, data protection and processing and volunteering.

PROPERTY AND HOUSING MANAGEMENT
* Create and manage a welcoming, psychologically informed home environment for residents and service users, ensuring a continuous focus on safety, health, and wellbeing.
* Ensure the accommodation in which residents live is clean and maintained to a high standard.
* Take responsibility for void management ensuring voids are kept to a minimum.
* To work with the maintenance department to agree works, priorities and to check the standards of work upon completion.
FINANCIAL MANAGEMENT
* Manage any budgets that are attached to the project.
* Attend to all administrative duties related to the post.
* Overseeing and monitoring the collection, collating and reporting of accurate project data for senior management, trustees and partners.
* Be part of an on-call rota that covers 7 days a week.

Person Specification
Essential
* Previous experience in a management role, preferably in supported housing or social care settings.
* Managed a team in a fast-paced environment whilst delivering high productivity and performance.
* Strong leadership and coaching skills, with the ability to motivate and inspire a team.
* Excellent organisational skills, including the ability to manage resources and staff effectively.
* A genuine passion for supporting vulnerable individuals and helping them achieve greater independence.
* A good understanding of relevant housing legislation and statutory duties.
* Excellent verbal and written communication skills.
* Experience of working with other services and professional organisations.
* Excellent interpersonal skills and enjoy working collaboratively.
* Enthusiastic and positive attitude.
* Honest, respectful, reliable, non-judgmental.
* Strong awareness of professional boundaries.
* Flexibility with working hours.
* Good working knowledge of Microsoft Office & CRM systems.
* Ability to deal with challenging behaviour with a non-confrontational approach.

* A working knowledge of adult safeguarding, signs of abuse and neglect and importance of reporting in line with policies and procedures.
* Ability to accurately record data, compile reports and present to stakeholders.
