About the role
As our next Safeguarding Programme Manager, you’ll drive the development and implementation of policies and programmes which prevent harm to individuals and communities, particularly those harms caused by violence against women and girls, domestic abuse, and modern slavery and human trafficking. You will work in partnership to enhance our collective knowledge and understanding of scale, impact, prevention, good practice, and legislation, so the council and its partners can work collaboratively to address these issues across the city of Leeds. You’ll ensure that the voices of victim-survivors and marginalized groups are at the heart of policy development and practice, so that our responses are inclusive and effective.
The role is integral to our Safeguarding and Domestic Violence Team, who work closely with senior leaders, Elected Members, and partners to develop local safeguarding strategies to keep people safe from harm within their homes and communities. We are a small team but creative, innovative, and hugely influential in making a difference to communities.

Job Description
Job Purpose:
* To assist the Safeguarding and Domestic Abuse Partnerships Manager and lead assigned programmes of work that contribute to the delivery of key service areas, including:
* The development of strategy and policy in relation to the key community safety statutory safeguarding themes e.g. Domestic Violence and Abuse, Modern Slavery, Serious Violence duty, Ending Violence Against Women and Girls, and Sex Working and Sexual Exploitation.
* The delivery of the Community Safety Partnership’s statutory requirement to conduct Domestic Homicide Reviews.
* Delivering a number of strategic partnership programme boards in relation to key safeguarding priorities and developing action plans.
* The development of locality and city-wide good practice initiatives in relation to safeguarding strategic priorities.
* Provide specialist advice, guidance, and support to partners to improve service responses and support partner relationship management activity.
* To provide support for appropriate programme management as required.
* To work flexibly as part of the Safeguarding, Domestic Violence, and Partnerships Team, as an officer of Leeds City Council, and with partners and stakeholders to deliver identified outcomes.
* To manage competing priorities, ensuring a consistency of approach with a focus on the delivery of a quality service.
Responsibilities for Grade:
* Take a lead role in conducting Domestic Homicide Reviews; ensuring adherence with statutory requirements and agreed protocols, including liaising with families and friends of victims and perpetrators.
* Taking a lead role in the development and dissemination of lessons learned from DHRs and monitoring DHR action plans and related service improvements, providing reports to directors when required.
* Deliver Safeguarding and Domestic Violence strategies and policies as directed, including:
* Supporting the commissioning of safeguarding and domestic violence and other services, ensuring that safeguarding and domestic violence is integrated into the commissioning of generic services and support applications for funding opportunities.
* Developing and coordinating new initiatives to address domestic violence issues in the city.
* Devising and delivering training on safeguarding domestic violence to develop the workforce and improve service responses to domestic violence, including working with key sectors and disciplines to customize training and link to occupational competencies.
* Strategic partnership working with internal and external stakeholders to further the aims and objectives of the key community safety safeguarding priorities.
* Promote, deliver, and evaluate the Leeds Domestic Violence Quality Mark, including regularly reviewing its effectiveness, target audiences, and resource implications, ensuring it is integrated into commissioning activity and supporting services to quality assure internally.
* Undertake line management of staff, including managing performance and attendance and appraisals; to support the staff team to manage the emotional demands of the service area.
* Lead on key areas of work, including working with Council colleagues and external partners to achieve desired outcomes to agreed (and often tight) deadlines.
* Manage and contribute to the delivery of collaborative partnerships and working relationships with providers, internal and external partners, elected members, and key stakeholders in the city.
* Oversee and contribute to the preparation and presentation of complex information in a variety of formats to a range of audiences at different levels, including preparing reports to support effective decision-making at a strategic and political level within the Council.
* Lead and conduct effective consultation and engagement with victims-survivors and stakeholders, ensuring that the outcomes are used to influence policy and service design and delivery.
* Undertake effective evaluation of projects, including data collection; collation and scrutiny of Key Performance Indicators (KPIs) and performance management information; benchmarking; report writing; and the implementation of practical outcomes and lessons learned.
* Maintain a detailed knowledge of key issues and developments related to the service area.
* Support the Team Manager and Head of Service in providing guidance and support to senior officers, elected members, and staff across the Council in relation to one or more specialist areas, including deputizing for senior officers at meetings and events, where required.
* To keep abreast of relevant developments and government policy, internal and external, which have implications for the work.
* Ensure appropriate use of information technology processes and systems in service delivery, maintaining records and management information to ensure efficient and effective service delivery.
* Provide specialist knowledge and advice to support the development of good practice initiatives and commissioning of related services.
* Ensure compliance with any governance requirements, including those relating to commissioning, procurement, and financial management.
* Perform any other duties commensurate with the grade and required for the role.
Qualifications:
Educated to degree level or commensurate equivalent qualification/experience.
Project/programme management training or commensurate experience working in a programme environment.
