Delivery Manager (Employment And Skills)

Pay Rate: £52,265.00 per annum
Hours per week: 37 Monday - Friday, normal working hours

Hybrid: 3 Days in the office
This role will manage the Employment & Skills Hub team, overseeing managers and contributing to strategic and operational efforts to improve employment and skills outcomes, particularly for disadvantaged residents of Gloucestershire.
Key duties:
1. Advise Hub managers and elected members on the strategic development of employment and skills provision in Gloucestershire.
2. Manage all aspects of the service, providing leadership and support to staff and partners.
3. Develop and implement continuous improvement strategies to address local employment and skills needs while aligning with council priorities.
4. Lead performance management and quality assurance processes to ensure high standards and focus on customer experience, meeting external requirements (e.g., SEQF, IPS).
5. Collaborate with employers and organisations to understand emerging workforce skills and requirements.
6. Plan and direct service improvements, using market intelligence to adapt support based on customer and employer needs.
7. Build strong relationships with other council managers to support a collaborative, integrated approach to service provision.
Key requirements:
1. A range of qualifications and or experience at a senior management level will be considered.
2. Good knowledge of local and national employment/skills strategies.
3. Thorough understanding of the key local, regional and national issues affecting the provision of employment and skills provision.
4. Experience of planning, analysis, presenting possible solutions to senior managers and elected members and securing their ‘buy-in’ and implementation.
5. Senior management experience in employment services.
6. Demonstrable experience of budget setting and financial management, including monitoring, reporting and dealing with short-term changes in budgets to meet organisational objectives.
7. Strong leadership and management skills.
8. Excellent communication skills.
9. Ability to negotiate and influence delivery of services.
