Advert You will assist in providing Cost Management/ Quantity Surveying services and manage staff pertaining to the Council’s capital investment and refurbishment programmes within budget and to programme. This will include overseeing contract documentation, liaising with contractors, using computerised programmes to prepare bills of quantities, final accounting processing and assisting with cost initiatives on construction programmes. You will contribute to the development of strategies and long term plans for future implementation, up to 5 years ahead and evaluate existing procedures and initiate change when required It is essential you have the following: An Honours Degree in Quantity Surveying, working towards RICS membership and that you have experience of preparing contract documentation. Knowledge of all aspects of good practice in Quantity Surveying and a working knowledge of all current Building contracts as well as awareness of current CDM Regulations. Experience in the preparation of tender documentation and all aspects of budget development and project cost control. It is also essential that you are able to contribute to the development of innovative design solutions, as part of an integrated design team. You must be commercially aware, be an effective communicator, with effective interpersonal and IT skills. You will be expected to work without supervision on complex and high value projects. It is also desirable that you have experience of supervision of assistant quantity surveyors and leading/managing a billing team. Driving Licence and use of own transport is essential. If successful, you will be required to undertake a Disclosure Scotland check, the level of check will be determined by the duties of the post.
