The Business Intelligence team is at the forefront of this. You will work with your colleagues to drive our analytical capabilities to support population Health Management as well as performance and demand reporting to all business areas.
At the heart of this strategy is the development of an Azure Data Lake and structured Data Warehouse. The Business Analyst will support our data engineering and analytical teams to clearly define use cases, operational processes, and data specifications and reporting requirements.
Main duties of the job
The post holder will be responsible for:
* Supporting the development of detailed Use Cases for the ICS Azure Data Lake.
* Ensuring all BI analytics products, both reports and data schema, are designed and developed in accordance with specifications describing customer and internal requirements by translating these into well-defined requirements for development and production.
* Prioritising features and components and ensuring they are useful, usable and answer the problem statement defined by the customer.
* The development of full and complete specifications and detailed use cases and will support UAT testing of products developed and delivered by the wider team.
* Maintaining high levels of quality through management of an assurance process working closely with other members of the team, and the wider ICB Business Intelligence team.
* Leading, managing and providing expert advice and support to the teams including setting and prioritising work plans and objectives making best use of available resources and embedding quality throughout the service.
About us
You will be working in a small centralised team supporting the Integrated care Board (ICB) but with close collaboration with all our Health and social care partners across Norfolk and Suffolk.
The work is varied, dynamic and interesting, with an excellent team environment. The job will be office based at County Hall in Norwich, with travel to provider sites as appropriate. There are flexible working opportunities, but we will not be considering any remote workers.
Job responsibilities
Project Management
* Responsible for the operational delivery of assigned analytical products.
* Contribute to performance management, identifying areas for improvement, and resolving any issues that may arise during product development.
* Provide coordination of and participate in relevant internal and external working groups and provide project advice, expertise and support where requested.
* Work collaboratively with testing to ensure all reporting solutions are built to a high standard and create system documentation and user manuals.
* Provide relevant and timely specialist complex advice and guidance to support projects where cooperation will be required and there may be significant barriers to understanding.
* Identify and support customers' understanding of analytics products and maintain an appropriately prioritised backlog for implementation.
* Work closely with the product owner/management, senior management and the wider Data team on analytical product development.
* Investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions, taking the lead where appropriate.
* Manage a risk and issues tracking mechanism and its proactive resolution and escalation process.
Financial and Physical Resources
* Contribute to the evaluation of the cost of delivering analytical products.
* Provide oversight and monitoring of all aspects of delegated team budgets.
* Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.
* Evaluate projects/functions with identified portfolio for delivery against financial recovery/savings plans through providing sophisticated, high-quality project analysis.
Staff Management
* Provide effective leadership, training, support, generate enthusiasm and motivation in the team members to ensure that they are appropriately empowered to carry out the responsibilities of their role.
* Supervise staff, undertake appraisals, recruitment including progressing any disciplinary or capability issues, as necessary.
Information Management
* Develop, score and define backlog items that guide the team in analytical product enhancement or development.
* Solve service-related problems, provide assurance, and make decisions to ensure business deliverable commitments.
* Ensure the team have the information they need to support delivery of analytics solutions.
* Feed into future planning of analytics solutions for customers to ensure that developments are not considered without due considerations taking place.
* Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision-making processes.
* Ensure timely and accurate information analysis and reporting to management on agreed areas of work.
Research and Development
* Interact with customers, data services and information analysts to ensure products are properly implemented.
* Evaluate new products and technologies and consider their usage as solutions within the work program.
* Read and understand complex material so that these can be further developed into specifications for information analysts.
* Contribute to the development of key performance indicators for the successful assessment of individual and workstream success.
* Increase an understanding of Agile practices, Lean, new technologies opportunities and other new trends.
Planning and Organisation
* Develop analytics specifications with customers that lead to the development of new analytical products or enhance existing products.
* Contribute to the strategic planning of Team projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments where necessary.
* Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes.
* Contribute to short, medium and long-term business plans, achieving quality outcomes.
* Work autonomously, guided by national policy regulations or guidance to advise customers on the interpretation and impact of policies and initiatives.

* Continually strive to improve the effectiveness, performance, ease of access and understanding of existing analytics products, incorporating a mix of leading edge and legacy product.
* Develop policies and procedures in the Team with an impact on the wider organisation, as required.
Person Specification
Business Analysis Experience
* Demonstrates significant experience of working as a Business Analyst within health care and/or data-driven environments.
Project Management Experience
* Demonstrates experience of coordinating projects in complex and challenging environments.
* Has the capability to plan for short, medium and long term time frames and adapt where appropriate.
Communication
* Demonstrates excellent communication and stakeholder management skills whilst working across multifunctional teams.
* Must be capable of working under own initiative.
Analytical & Problem solving
* Demonstrates the ability to gather requirements, analyse the outcomes and deliver appropriate documentation/solutions to stakeholder and technical teams.
