Job Summary: The Head of Design will be responsible for the delivery of Mace Dragados Joint Venture (MDjv)'s design and engineering obligations are achieved by a combination of MDjv internal roles and supply chain organisations: The Chief Engineer Group (CEG), which acts as the overall owner of, and is the controlling mind for, the technical solution, ultimately certifying that it meets its requirements; and the Design Management Group (DMG ), which works with the CEG to manage the design process, and to the production of design by MDjv's supply chain. This Lead Integrator is a standalone function within the main Design Consultants, to whom MDjv delegates accountability for ensuring integration of all elements of the technical solution among Design Consultants and Design & Build Contractors throughout the lifecycle. MDjv is supported by its supply chain, which comprises Design Consultants Design & Build Contractors. The Head of Design will therefore be responsible for the above internal roles and supply chain organisations, and hence the accountable person on behalf of MDjv for all design matters in the project. The Chief Engineer Group (CEG) acts as the overall owner of, and controlling mind for, the technical solution, ultimately certifying that it meets its requirements. To achieve this, the CEG must be a ‘technically intelligent' body which understands the projects' technical requirements and how the design discharges those requirements through the completed works. The CEG will comprise a team of technical experts, Responsible Engineers (REs), spanning all design disciplines. The CEG will also be supported by the Lead Integrator function within the main Design Consultant, to whom much of the detail of the Lead Designer's technical responsibilities will be devolved. Liaise closely with HS2 and other stakeholders Oversee the work of the Lead Integrator, particularly in the Lead Integrator's delegated authority to achieve design and works integration, and certify key Lead Integrator deliverables Own and oversee development of the Station Requirements Specification Monitor and assess technical impact of requirements change Challenge requirements from HS2 and other stakeholders where appropriate Approve Subcontractor Requirements prepared by the Lead Integrator Work closely with the Design Management Group, Lead Integrator and designers to ensure designs are properly specified and developed Review and certify designs against their defining requirements, or oversee the Lead Integrator in doing so where responsibility is so delegated Review and certify completed works elements against their defining requirements, or oversee the Lead Integrator in doing so where responsibility is so delegated Review and certify that all works elements have been integrated by the Lead Integrator to deliver the required station operational capability Review and certify the completeness, accuracy and adequacy of all handover deliverables, or oversee the Lead Integrator in doing so where responsibility is so delegated The Design Management Group (DMG) is responsible for managing the design process. While the DMG will have sufficient knowledge of the technical solution to discharge this responsibility, the detailed understanding required to certify the technical solution will be the responsibility of the Chief Engineer Support the Chief Engineer Group and Lead Integrator in development of the Station Requirements Specification and Subcontractor Requirements Develop the maturity requirements for design packages, articulated in Design Responsibility Matrices (DRMs) and Model Requirements Tables (MRTs) Define design package scope and constraints, supported by the Lead Integrator Develop and manage the design programme, supported by the Lead Integrator, and ensure coordination between design packages to ensure efficient and timely delivery Oversee the Lead Integrator in the management of TIDPs and MIDPs Oversee the Lead Integrator in the management of the design review process Support the Chief Engineer Group and the Lead Integrator in achieving design certification The Lead Integrator is a standalone function within the main Design Consultant, to whom MDjv delegates accountability for ensuring integration of all elements of the technical solution throughout the lifecycle. This Lead Integrator must have the technical capability – in terms of competence, domain knowledge and resourcing – to deliver this obligation. Support the Chief Engineer Group in development of the Station Requirements Specification Develop Subcontractor Requirements from the Station Requirements Specification Support the Design Management Group in developing design package scope and constraints Support the Design Management Group in developing, managing and coordinating the design programme Manage the production and maintenance of MIDPs and TIDPs Manage the design review process and programme Work with Design Consultants and Design & Build Contractors to collect evidence of requirement satisfaction, and collate into VVMs for submission as required Monitor the achievement of design coordination by designers on behalf of the Chief Engineer Group Work with designers to ensure all designs are fully integrated, directing changes to individual designs where necessary to achieve overall design integration Review and certify designs against their defining requirements where so delegated by the Chief Engineer Group Review and accept ITPs prepared by Design & Build Contractors, ensuring that they are complete and adequate to evidence achievement of design intent and satisfaction of defining requirements Develop the Integration Strategy which defines the progressive assembly of the components of the physical works, and Integration Plans which define the multi-disciplinary testing of integrated components necessary to evidence that the station as a whole operates as designed Deliver the integration test programme, managing and directing the activities of all involved parties, and document the outcome of all integration test activities Review and certify completed works elements against their defining requirements where so delegated by the Chief Engineer Group Prepare a Station Construction Verification Certificate to evidence that the station as a whole satisfies its defining requirements Review and certify the completeness, accuracy and adequacy of all handover deliverables where so delegated by the Chief Engineer Group The Main Design Consultant (MDC) will be responsible for developing a coordinated and integrated design for all Permanent Works assets other than those designed by the Architect, and by the Tunnelling and Shaft specialist consultants. The Main Design Consultant will coordinate their designs with all other designers and will follow the directions of the Lead Integrator as required to ensure design integration is achieved Develop designs to satisfy Subcontractor Requirements, and to achieve the level of design maturity defined in the package scope Coordinate designs with the designs of others to achieve technical alignment and mutual compatibility Follow the technical directions of the Lead Integrator, and develop or modify designs accordingly to ensure overall design integration Produce design deliverables in accordance with the design programme managed by the Design Management Group Undertake and document all necessary design checks, inter-disciplinary checks and design reviews Prepare Design Verification Certificates for acceptance by the Chief Engineer Group or by the Lead Integrator Other Design Consultants (the Architect, and the Tunnelling and Shaft specialist consultants) are responsible for developing a coordinated and integrated design for all Permanent Works assets within their disciplines. These DCs will coordinate their designs with all other designers, and will follow the directions of the Lead Integrator as required to ensure design integration is achieved Develop designs to satisfy Subcontractor Requirements, and to achieve the level of design maturity defined in the package scope Coordinate designs with the designs of others to achieve technical alignment and mutual compatibility Follow the technical directions of the Lead Integrator, and develop or modify designs accordingly to ensure overall design integration Produce design deliverables in accordance with the design programme managed by the Design Management Group Undertake and document all necessary design checks, inter-disciplinary checks and design reviews Prepare Design Verification Certificates for acceptance by the Chief Engineer Group or by the Lead Integrator For the majority of the Permanent Works elements, MDjv will appoint Design & Build Contractors to complete the design from the DCs, bringing the best mix of skills and expertise to the design and ensure it is buildable and right first time. Develop designs to satisfy Subcontractor Requirements, to comply with the intent of precursor designs prepared by Design Consultants, and to achieve the level of design maturity defined in the package scope Coordinate designs with the designs of others to achieve technical alignment and mutual compatibility Follow the technical directions of the Lead Integrator to ensure overall design integration, and develop or modify designs accordingly Produce design deliverables in accordance with the design programme managed by the Design Management Group Undertake and document all necessary design checks, inter-disciplinary checks and design reviews Prepare Design Verification Certificates for acceptance by the Chief Engineer Group or by the Lead Integrator Construct works in accordance with the accepted designs Plan the programme of inspection, test and commissioning activities required to demonstrate that the constructed works achieve their design intent and satisfy defining requirements Undertake inspection, test and commissioning activities in accordance with approved ITPs, and document the results Document deviations between design and constructed works using redline drawings or equivalent processes Support the Lead Integrator in developing and delivering the multi-disciplinary integration test programme which evidences that the station as a whole operates as designed Update the graphical model to as-built status by capturing deviations from redlines, and prepare as-built drawings as needed Prepare additional documentation required to support Handover, including Operation & Maintenance Manuals and as-built Asset Information Models Values & Cultural Fit: Leadership: Communication and collaboration both with Clients, MDjv Delivery Teams, Stakeholders, Design Consultants and Design & Build Contractors Technical Skills and Competencies: Have excellent communication skills (including presentation skills) in English, both written and verbal and the ability to report at both Project and Board level. Educated to degree or higher level or equivalent in a numerate discipline, typically Engineering discipline (or related). A lower educational level, typically HNC or HND, may be acceptable where a very significant level of experience in a senior technical engineering role can be demonstrated. Membership of an appropriate Professional body, typically Fellow or Chartered member of Institute of Civil Engineering or an international equivalent professional status.
