Role SP Energy Networks (SPEN) will be delivering over £10 bn of investment in the GB electricity grid over the next 5 years. As part of this, SPT Strategic Projects will be delivering a £2.4b portfolio of new overhead lines and new and upgraded substations, including design, engineering, construction and electrical works. The PMO Lead will lead a skilled and professional multi-disciplinary PMO team within SPT Strategic Projects. The PMO will form a ‘central controlling hub’ within SPT Strategic Projects, interfacing with Projects and Network Operations along with other interfacing directorates within SPEN, providing a critical service to the business. The PMO Lead will oversee the PMO team and drive alignment between Project Controls development activities across the portfolio. The PMO Lead will design and enforce rigorous governance and control frameworks that enable projects that form part of SPT Strategic Projects to operate within required thresholds, while mitigating risks and maintaining high-quality standards. This role will empower project delivery teams with project controls processes, tools and templates that support effective and consistent project execution, while maintaining compliance with standards, regulations and business requirements. The role reports to the Head of Strategic Portfolio and is part of the Strategic Portfolio Senior Management team. The position may require frequent travel to various locations in the UK. The individual should be prepared to manage teams working at different project locations. What you will be doing Responsible for leading and managing the PMO team, including recruitment, deployment, training and development, and performance management Develops and maintains a centralised view of the PMO resource requirements to deliver the SPT Strategic Projects throughout the portfolio lifecycle Stand up an industry-leading PMO, leveraging best practices and innovation to positively influence SPT’s RIIO-T3 delivery. Oversees all PMO capabilities; namely: Planning & Scheduling Governance Performance & Reporting Cost management Risk management Baseline & Change management Document management Accountable for the development and implementation of Project Control standards, processes, tools and quality requirements across SPT Strategic Projects Accountable for the implementation and management of portfolio, programme and project governance frameworks Accountable for the Strategic Portfolio breakdown structures, i.e. WBS, CBS, ABS, OBS Accountable for management reporting across the portfolio, programmes and projects, as well as feeding inputs to the annual regulatory reporting process and other exec reports Attends recurring governance meetings as required representing the PMO team Drives the adoption of digital tools (e.g., Power BI, CEMAR, P6 Primavera, etc.) whilst remaining aligned with SPT’s digital transformation strategy Undertakes regular stakeholder engagement with portfolio stakeholders Supports the collation of asset data related to SPT Strategic Projects' commissioning activities, ensuring effective data handover and interface with Operations. Contributes to the continuous improvement of the Strategic Portfolio by championing Lessons Learned and introduction of best-in class industry practices What you will bring Extensive experience (15 years) in large-scale, complex infrastructure or energy EPC projects, with UK transmission/distribution upgrade project experience advantageous but not essential. Degree qualified in Engineering, Construction Management, Project Management, or related fields, or equivalent professional qualifications and experience. Proven leadership skills, with experience in leading multidisciplinary teams and driving collaboration across multiple projects and contractors. Strong written and verbal communication skills, with the ability to produce high-quality reports, dashboards, and presentations tailored for senior stakeholders and the SPT executive. Excellent interpersonal skills, with the ability to influence, challenge, and drive decision-making at all levels of the organization. Strong analytical and problem-solving skills, with the ability to navigate conflicting requirements and provide actionable solutions. Experience with governance frameworks, including portfolio, programme, and project governance, and an understanding of their practical application. Familiarity with NEC4 contracts, particularly in the context of project controls, risk, and change management. Resilient and tenacious, with the determination to achieve outcomes and overcome challenges in high-pressure environments. Strategic thinker, with awareness of regulatory impacts on business revenues and the ability to align project objectives with organizational goals. Proficient in managing and adapting to dynamic project environments, demonstrating flexibility and initiative. Minimum Requirements Experience in project/contract management within NEC4 Engineering and Construction Contract (ECC) frameworks, ideally with a background in Engineering, Procurement, and Construction (EPC) capital projects. Formal qualification in project management (e.g., AMP, PRINCE2, or equivalent) or significant, demonstrable experience in project management disciplines. Proven ability to manage and influence both internal and external stakeholders, including senior leadership, to achieve project objectives and resolve challenges effectively. Strong knowledge of contractual processes and governance, with experience in managing complex contract requirements. Excellent communication and interpersonal skills, with the ability to present and negotiate with clarity and confidence. Demonstrated experience in decision-making and problem-solving, with the ability to analyse complex scenarios and propose actionable solutions.
