Compliance Technician

Essex Highways (EH) is responsible for managing and maintaining one of the largest highway networks in the country. EH is a delivery partnership between Essex County Council (ECC) and Ringway Jacobs. ?In this role you will work alongside our contractual partner to deliver highways services. Assist with the investigation and monitoring of streetworks, supporting and assisting with the co-ordination of a range of resources maximising opportunities to deliver our network management duty and safety for the travelling public.
The Role
•Contribute to delivery of the Network Management Duty
•To help in the operation of the Permit Scheme in accordance with Scheme Document and Section 3 of the Traffic Management Act.
•Assist the Senior Compliance Officer and other Senior Officers to ensure delivery of the Essex Highways and Essex Permit Scheme objectives, as defined in agreed service plans, in accordance with all council and Essex Highways standards and policies.
•To ensure & maintain data reliability across the business unit
•To prepare data and participate in informal and formal reviews/meetings of work promoter’s & internal performance.
•Review completed inspections for quality and training purposes to ensure compliancy against relevant legislation, guidance and best practice
•Provide detailed feedback to Senior Compliance Officer and other Senior Managers to target training needs
•Review and process incoming skips and scaffolding applications, ensuring all relevant paperwork and permissions are in place within the relevant SLAs
•Gather facts and figures, monitor self and others and achieve goals in a timely and factual manner.
•To ensure the discharge of the council duties under the relevant legislation ensuring parity with the council’s own works and utilities.
•Taking ownership of your own workload whilst assisting with the team’s workload as capacity allows.
•Assist with the use of systems and data for collating and reporting relevant performance and management information.
•Have a working knowledge of all Streetworks processes – Permits, TTRO’s, Minor Undertaker, S50, Finance, Failed Reinstatements, Samples, Section 74 and ensure correct implementation.
•Assist as part of the wider Streetworks function support continuous improvement of the Streetworks Team, demonstrated through innovations in service delivery, efficiencies and use of technology
•Support the Senior Compliance Officer to evaluate prospective impact on local network and any mitigation that will be taken to avoid disruption.
•To help the Senior Compliance Officer ensure that enquiries and complaints from members of the public, elected members, officers throughout the council and external agencies in relation to the service are responded to accurately and are within the required timescales.
•Responsible for assisting the Senior Compliance Officer in responding to questions and complaints from the public, stakeholders, and partners, to meet relevant targets and provide high performance standards.
•Assist on projects and initiatives agreed with the Senior Compliance Officer and other Senior managers
•Responsible for providing advice, guidance and information to stakeholders, partners, and customers.
•To attend meetings related to your area of responsibility and be able to present information as required.
•To keep up to date and support implementation of updates and changes in legislation, guidance and best practice
•Ensure all health and safety procedures and policies are implemented and adhered to
•Other Ad Hoc duties to fulfil the requirement of the role
