It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services. The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy We will deliver the Government's three overarching objectives for shared services: 1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled. 2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs. 3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data. Departments forming the Matrix Programme: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorneys General Office (AGO) and His Majesty's Treasury (HMT). Person specification Key Responsibilities Short Summary: This is a fantastic opportunity to gain exposure to the workings and collaborating across nine Government Departments working with Commercial and Digital professionals day to day. This role also facilitates the opportunity to undertake training for personal and professional development. Key Responsibilities include but not limited to: Financial Management Implementing and reviewing protocols/processes/controls for the Matrix programmes financial management, aligning it to DSIT financial management standards. Forecasting and budget management Support development and agreement of budgets with budget holders. Maintenance of the general ledger including accruals, prepayments, ensuring correct accounting treatments etc. Completion of all month-end financial processes such as accruals, reconciliations, journals, analysing variances and providing commentary updates. Responsible for producing journals with auditable evidence. Ensure forecasting is accurate and allows for reallocations of budgets as required. Maintain and manage a log of financial risk and opportunities, taking mitigating actions where required and providing challenge as appropriate. Troubleshooting errors to enable and ensure account accuracy. Create timely and digestible financial outputs to support programme reporting and financial management. Production of the management accounts pack. Stakeholder Management Build and maintain successful partnerships with Department Leads and their Finance Business Partners across the Matrix cluster, providing them with accurate and timely Financial Reporting. PO management Raising requisitions within suitable timelines with supporting documentation. Maintain oversight and control over the PO financial processes. Receipting all goods and services in line with approvals. Ensure the PO process is being correctly executed across the Matrix cluster. Skills and Experience Essential: - Strong financial skills with experience of budgeting, forecasting and accruals/prepayments. - Strong working knowledge of Excel and experience of using financial systems. - Effective communication skills with the ability to build strong working relationships and collaborate effectively - Strong presentation skills. Desirable: - Fully or part qualified accountant (CCAB or equivalent). - Prior experience of working in a programme/project environment. - An understanding of different funding streams such as Programme, Capital, and Admin. - Ability to work on own initiative and under pressure with competing demand to tight deadlines.
