Senior Delivery Manager Complex Care for Children and Young People
The Hounslow Borough Team in North West London ICB is seeking a highly motivated and enthusiastic individual to join a dynamic team to provide innovative ideas and solutions by collaborative working with partners to help children and young people in the community.
The Senior Delivery Manager for Complex Care Band 8a (CYP, LDA & AMH) sits within a system-wide approach to supporting people in the community whenever possible, making sure we have a preventative approach and work as a joint system. It is a partnership between ICB, Council, WLT, HRCH and Chelsea & Westminster. Most of our system is designed on evidence and data and focuses on supporting people in the community and reducing the number and length of stay of in acute beds.
You will lead on a number of interagency meetings; e.g. DSR, LAEPS, CETRS, working jointly with partners to find the best possible outcomes for Children and Young People.
Main duties of the job
The post holder will be required to provide effective and high-quality leadership, programme and project management skills. The successful candidate will be reporting to and supporting the Assistant Director of Children Commissioning.

Job responsibilities
Operational Focus
1. Work with Head of Joint Commissioning or Programme managers and Clinical Director to determine the produce business plans to support commissioning intentions.
2. Develop and deliver in-house projects, savings objectives, and service transformation.
3. The post holder will be the Hounslow lead for the Dynamic Support Register (DSR) meetings, Local Area Emergency protocol (LAEP), and Care, Education, and Treatment reviews.
4. Chairing and leading on other meetings in line with Children and Young People complex care needs, e.g. Mental Health etc.
5. Collaborative working is essential. Building strong relationships across the whole system.
6. Review and evaluate interagency processes and where identified, lead on BBP development projects to improve practice. This is enabled by the integrated nature of the post and the strong established relationships with local partners.
7. Follow procurement and governance steps in commissioning, changing, or decommissioning services.
8. Support the local contract monitoring against budgets, drawing on the resources and expertise of the central contract and quality teams as required.
9. Ensure that robust service specifications in respect of all commissioned Children’s and Maternity services are in place ensuring that quality and cost are defined and measurable.
10. Take appropriate action when provider performance is unsatisfactory and agree an action plan to bring service Senior Delivery in line with contract.
11. Work closely with complex care teams and emergency care commissioners to identify trends that suggest a need to revise the scope and manner of locally commissioned services.
12. Participate in budget management arrangements and be responsible for monitoring and controlling expenditure in agreed areas.
13. Produce accurate timely reports against budget, highlight any financial risks, and recommend mitigating actions.
14. Ensure evidence for assurance is gathered, reported systematically through appropriate governance routes, and available to support relevant inspections.
15. Prepare and present relevant reports as appropriate.
16. Ensure external data submissions are made in a timely manner.
