University Hospitals Sussex NHS Foundation Trust (UHSussex) is seeking a highly motivated and experienced Procurement Project Manager to join our dedicated team. This is a crucial role, responsible for the effective management and delivery of complex procurement projects, ensuring the Trust achieves optimal value and compliance through strategic framework and contract management.
About the Role:
As Procurement Project Manager, you will play a pivotal role in supporting the Assistant Directors of Procurement in managing the plan of how the category leads will effectively manage a diverse portfolio of sourcing frameworks and contracts, ranging from strategic initiatives to high-value agreements. Your expertise in both procurement and project management will be essential in driving successful project outcomes, from initiation to closure.
Key Responsibilities:
* Framework/Contract Lifecycle Management:
o Define project scopes, objectives, and deliverables, ensuring alignment with Trust requirements and budgets.
o Lead feasibility studies and develop options analyses to support procurement initiatives.
o Develop and execute comprehensive procurement strategies, adhering to the Trust's GATE process.
o Oversee the negotiation, drafting, and execution of contracts, ensuring clarity and compliance.
o Manage vendor and supplier performance, ensuring contracted services and goods meet agreed standards.
o Facilitate contract close-out and conduct post-contract evaluations to drive continuous improvement.
* Project Delivery:
o Apply advanced framework/contract management skills to deliver procurement, sourcing, and contracting initiatives.
o Manage project timelines, budgets, and resources effectively.
o Utilise project management methodologies to ensure successful project delivery.
* Stakeholder Engagement:
o Lead stakeholder engagement sessions to define requirements and align objectives.
o Establish and maintain effective communication channels with internal and external stakeholders.
o Ensure timely dissemination of key contract information and deadlines.
o Manage sensitive or contentious communications with professionalism.
* Service Delivery and Improvement:
o Develop and maintain robust contract controls, including cost management and risk registers.
o Ensure all procurement activities align with Trust policies and legal requirements.
o Utilise contract management systems (e.g., Atamis) to track progress and report on performance.
o Identify and implement process improvement opportunities within procurement practices.
o Upskill stakeholders to manage supplier and contractor relationships.
We Are Looking For:
* Proven experience in procurement and project management.
* An understanding of framework and contract management principles and practices.
* Excellent project management skills, with the ability to manage multiple projects simultaneously.
* Strong analytical and problem-solving skills.
* Excellent communication and stakeholder management skills.
* A proactive and results-oriented approach.
* A strong understanding of NHS procurement practices and regulations is desirable.
* Experience working with framework hosts.
Qualifications Essential:
* CIPS Level 6 Professional Diploma in Procurement and Supply.
* BA Hons Degree in relevant field e.g. Purchasing, Supply, Logistics, Business.
* Equivalent experience within a complex, service-delivery focused organisation.
Desirable:
* Knowledge and understanding of NHS Long Term plan and other policy developments that will affect the NHS.
