The Scottish Government’s Agriculture Rural Economy Directorate are undergoing an agricultural reform programme working with the farming community to support rural development. Best practises will be introduced to enable thriving agricultural businesses, high quality food production, nature restoration and climate change mitigation and adaption. As a member of the Land Mapping Team within the Rural Payments and Inspection Division you will use geospatial data systematically and innovatively to improve support and map information for rural development and agricultural reform. A GIS Analyst will be expected to carry out all types of GIS casework. A strong emphasis will be placed on the ability to undertake geospatial data evaluation, creation and analysis, as well as the development of metadata and associated documentation. You will be responsible for managing and administering geospatial datasets, working to governance and quality standards in line with the Scottish Government’s Digital Directorate. You will also be expected to work collaboratively with various stakeholders, internal and external to the organisation such as Scottish Forestry, NatureScot, Scottish Environment Protection Agency, Analytical Services, Animal and Plant Health Agency and various independent research bodies to support national interests. Responsibilities Carry out geospatial data analysis, visualisation and mapping tasks to deadlines agreed by SG customers or management. As well as, contributing to technical reports, reporting and reflecting on methods, limitations and results to Digital Scotland standards and formats. Undertake and, if appropriate, automate complex geospatial manipulation, analysis and data creation, ensuring processes are documented as well as maintaining an architecture of tools that facilitate effective GIS and efficient geospatial data storage and sharing. Develop new data sources and methodologies to support the evidence-based approach to directorate operational delivery and policy making, ensuring data quality, accessibility and metadata standards are adhered to. Provide ad hoc technical and professional geospatial data advice and training, as well as assisting in the development of products using GIS to support business areas to improve the standards of service within the directorate. Experience Proven evidence of carrying out complex spatial analysis involving a range of data sources using ArcGIS Desktop, ArcGIS Pro or QGIS. Proven evidence of working within a relational database environment (e.g. SQL, SQL Server, PostgreSQL, Oracle etc) providing spatial data management support (e.g. data loading, quality assurance, transfer, processing, archiving, extraction etc.) Proven evidence of automation of spatial data management and analytical tasks with a relevant coding language (e.g. Python and Feature Manipulation Engine (FME)) Proven evidence of digitising, analysing and investigating geospatial data. Experience is critical to this role, you should therefore ensure you are thorough when providing your evidence to show how you meet the above criteria.
