The National Institute for Health and Care Excellence (NICE) is the independent organisation responsible for providing national guidance and advice on promoting high quality health, public health and social care.
This role is a fixed term contract until 31st March 2026.
The Portfolio and Project Analyst role sits within the Strategy and Governance function of the Digital, Information and Technology (DIT) directorate which takes a lead role in portfolio negotiation with the business against their priorities and transformation agenda along with taking accountability for the delivery of the prioritised pipeline of investments.
You will be joining a newly established Programme Management Office function, working closely with the Head of Service Delivery and DIT Deputy Director to implement best practices in managing the department portfolio and providing guidance to the teams delivering the portfolio of the required assurance processes.
Main duties of the job
The purpose of the role is to create, support and improve the assurance processes, to ensure the department's portfolio of Digital, Data and Technology (DDaT) changes are delivered transparently and aligned to agreed NICE’s priorities.
The main duties of the post holder are to:
* Manage the process for all new work requests to the department and facilitate the triage with appropriate subject matter experts in line with agreed timescales.
* Oversee the centralised resource and capacity management process for the department.
* Manage the consolidation and analysis of delivery metrics along with the creation of artefacts and recommendations to support agreed governance processes.
* Ensure delivery risks that may impact portfolio milestones are transparently captured and escalated as appropriate.
* Provide advice and guidance on portfolio and project management software, procedures, processes, tools and techniques as required.
* Identify and iterate changes to portfolio reporting processes.
* Provide support to the DIT Portfolio function such as arranging meetings, maintaining actions logs etc.
Person specification
Education
* Recognised qualification in portfolio or project management to a minimum of foundation level.
Experience
* Practical hands-on experience working closely with delivery teams and a corresponding understanding of key metrics needed to track progress across a variety of methodologies used (e.g., agile, waterfall, etc.).
* Experience of effectively managing a centralised resource and capacity management process across multiple large teams.
Skills
* Extensive experience in collating and consolidating relevant data from a variety of portfolio and project management tools.
* Experience of analysing and visualising the health of portfolios and projects, providing actionable insights and recommendations to senior management.
* Experience in designing and rolling out training on new or updated processes and techniques.
