Principal Development Coordinator - Highway Legal Agreements £40-50 per hour 6 months Gloucester About the Job: To provide support to the Highway Legal agreements Team Leader and the wider team, comprehensively managing 3rd party developers applications and legal agreements under Section 184, 278 and 38 of the Highway Act 1980, ensuring that proposals are to an acceptable standard for technical approval and future adoption with regards to future maintenance requirements and sustainability. This is what we need you to do - To facilitate economic sustainable development and adoption of highways within the County, in line with the councils' policies and strategies. - Provide professional advice and guidance to planning officers, developers, agents and internal consultees on Transport Development design, construction works and associated legal agreements. Attend meetings, technical groups and stakeholder forums as required and represent the Highway Authority in meetings with developers and other public sector officers, providing highways and transport advice with regards to technical submissions and related matters. To establish and maintain appropriate professional working relations with Elected Members - Calculate Bond and fee values for each development scheme in line with Council policy and keep detailed records of fee income. - Act as leading officer on the issuance of Advanced Payment Code (APC) notices under Section 220 of the Highways Act 1980. - To act as the lead supporting officer to the Highway Legal Agreements Team Leader and Deputise as required. - Issue relevant certificates, statements of adoption and subsequently managing release of bond payments. - Instruct Legal officers to prepare and enter into legal agreements with 3rd party developers and advise as required. - Manage efficient data input into Highway Legal Agreements team database. - To lead on team CPD and provide direction and guidance to less experienced colleagues within Highways Development Management, so as to provide a proactive, effective and cost efficient service. Carry out duties with due regard to Customer Care, Equal Opportunities, Information Governance, Data Protection and Health and Safety policies and procedures. Special Conditions There is an expectation that some working outside core office hours will be required, notably in relation to Committee meetings, public meetings, and Public Inquiries. Monitoring and ongoing development of outcomes As part of the annual appraisal, outcome based targets will be developed in conjunction with the post holder and will supplement this job profile. The ideal candidate will have Experience Substantial experience in a public or private organisation dealing with Highways development management issues Substantial experience in Highways Planning and Development legislation Substantial experience of engineering design standards Experience of S278, 38 and 106 Agreements, Experience of providing technical feedback to highway related matters Experience of external liaison with specialist engineering consultants e.g. Street lighting, traffic signals, structures etc Experience of negotiating complex legal agreements Experience of on-site operations Experience of working within a political environment Knowledge, Skills and Understanding Good communication and interpersonal skills Highly effective negotiation skills Organise and delegate/allocate workloads and resources to achieve desired outcomes Ability to interpret technical information from engineering plans Ability to Interpret and implement GCC Technical Specification Sound understanding of highway engineering and design standards, and to translate and communicate these to stakeholders Ability to take an overview and make accountable decisions based on professional knowledge To understand the financial and social implications of providing economic sustainable development Ability to demonstrate resilience in a highly demanding environment Behavioural attributes Demonstrates Gloucestershire Employee Behaviours.
