We work alongside our partners to help protect the public and our national security by preventing, deterring and investigating terrorist activity. Based at our modern offices near to Birmingham International Airport, our Operational Development Unit (ODU) is a dedicated team who are responsible for the strategic management of Learning, Training and Exercising (LTE) within the CT Network. The unit forms a key part of the Prepare strand of the Home Office CONTEST Strategy. Working alongside our partners, the ODU harnesses the value of shared LTE to ensure the CT Network is ready, prepared and interoperable to respond to current and emerging terrorism threats. We are looking for a motivated, dynamic and suitably qualified professional who will be responsible for the assurance and performance of Learning, Training & Exercising within the CT Network. We’re happy to consider a more agile approach to your working location and as this is a National role we will consider the successful candidate working from an area outside of the West Midlands. There will be an expectation that you are prepared to travel nationally on a regular basis to perform this role including having to work extended hours at locations throughout the UK. The role You’ll develop manage and implement the national assurance & performance framework to establish the quality of materials and standards of delivery, assurance and performance management across organisational learning within Counter Terrorism Policing. Responsibilities Develop, manage and oversee the CTP National Learning, Training & Exercising (LTE) Performance & Assurance framework within. Collect data and subsequently carry out analysis, interpretation and presentation of results and recommendations as appropriate. Developing, managing and overseeing the CTP National Learning, Training & Exercising (LTE) Performance & Assurance framework. Assist with the development and understanding of national, regional and local performance management by the Counter Terrorism Network. Proactively promote the accurate, timely collection and use of performance data. Lead on the development of best practice, policy and procedures, providing independent assurance in terms of health checks, gateway reviews, and prioritisation. Set a strategy and plan for assurance on a period basis and manage a network of SMEs to help deliver the assurance on time and budget. Dip sample evidence portfolios, performing an Internal Quality Assurance and addressing any complaints or concerns or feedback provided to trainers as part of the QA process. Promote and lead on national good practice in the quality assurance of police trainers/instructors/presenters and online facilitators against the Police Sector Standards across a wide range of educational programs within policing. Supporting CT Regions and Forces or other organisations by providing structured guidance in good practice of the quality assurance of trainers and/or instructors. Highlight and manage non-conformance and implement a corrective action system that will improve LTE operational effectiveness and performance across the CT Network. Promote and nurture a proactive, continuous improvement and transformation culture across LTE within CTP which embraces change as an opportunity for delivering excellence. Responsible for the development and presentation of strategic performance/assurance reports for relevant Board Meetings (i.e. Capability and OD Board). Attend, participate and Chair relevant meetings to present assurance and performance data. Work with staff at individual, team, regional and national level to improve data quality and integrity including providing training where appropriate. Manage and implement the assurance of the application of organisational learning recommendations using the Organisational Learning System (OLS), promoting the learning cycle principles. Ability to interrogate the Organisational Learning System and manage data migration. Manage and implement the assurance of data within training records of the CT Network. Directly reporting to Head of Unit and providing updates to relevant National Boards. Work collaboratively with CTPHQ Strategy, Policy and Performance (SPP) and the National Capability Assurance Team and any other strategic business partners to develop sharing of information. Influence and build collaborative relationships with a wide range of professionals of all levels both externally and within the National CT Network to promote quality standards of LTE products. Support and ensure the CT Network Regional LTE Community adhere to the quality standards and specifications set by the National Performance & Assurance Framework and monitor these against agreed performance targets. Lead regular liaison meetings with staff across the counter terrorism network to identify barriers to the collation, input and use of data. Highlighting and managing non-conformances and implement a corrective action system that will improve LTE operational effectiveness and performance across the CT Network. To assist the National CTP Projects and Capabilities Manager in the development of management information which will inform decision making, strategic direction, business planning and monitoring the strategic aims. To support the National CTP Projects and Capabilities Manager with complex analysis to support the continuous Improvement of CTP service delivery. Promote opportunities for LTE to develop and improve ways of working, processes and services through the effective standardised application of evaluations/reviews/debriefs/learning recommendations. Develop, manage, implement and oversee relevant sampling plans across all Learning, Training & Exercising in the CT Network. Developing and delivering awareness/training in relation to assurance and performance where necessary. Any other duties commensurate with the role and grade. Skills and competencies Essential Hold a relevant quality assurance/assessor qualification (i.e. IQA Level 4) or proven experience of performance management. Proven and demonstratable ability in developing and implementing performance and/or quality assurance functions. Hold a full driving licence and be prepared to travel nationally. Experience of problem solving and taking an evidence-based approach to writing and presenting reports, developing and influencing policies, procedures and guidance. Proven leadership ability and experience in working with senior managers, working collaboratively and flexibly across a matrix environment. Experience of working with a wide variety of stakeholder groups (internal and external – Local and National). Experience of resource management and performance management. Experience of successful project and service delivery. Experience of working on own initiative and without supervision, making complex decisions without the need to refer to guidance. Demonstrable experience of prioritising work in order to ensure all deadlines are met. Experience of working to a high degree of accuracy with attention to detail. Must evidence strong and effective written and verbal communication, interpersonal, presentation and influencing skills. Ability to influence and build effective collaborative relationships with senior managers and a wide range of professionals/stakeholders. Be conversant with and be able to identify and contribute to best practice within the Counter Terrorist field to ensure that LTE products are revised and refreshed accordingly. Able to work effectively across numerous portfolios. Experience of working on own initiative and without supervision. Working to and self-manage strict deadline and targets whilst managing periods of peaks in demands to ensure tasks are complete. Analytical and problem-solving ability, with experience of working to a high degree of accuracy and attention to detail. Significant, proven and demonstrable ability in developing and implementing Performance and Quality Assurance functions. Experience of priority setting and achieving targets and producing work of high quality to agreed deadlines and budgets. Demonstrate awareness of equality and diversity appropriate to this role and have a high level of personal integrity. Desirable Post holder will have sound working knowledge and personal experience of Counter Terrorism Policing. Experience of working in a Programme or Project environment. Hold a relevant Project and/or Change Management Qualification (i.e. Prince 2) or willingness to work towards. Training Qualification and/or a willingness to obtain further training and assessment qualification levels in accordance with national standards. Experience of IT packages to produce performance data. Experience of MS035 tools including Sharepoint. Working knowledge of Learning/Training/Exercising. Matrix Management.
