Senior Technical Officer - Asset Management
Overall job purpose:
To provide technical and administrative support to the Capital Works Manager & Team Leader, and to provide advice and assistance to the businesses' tenants and leaseholders in connection with all aspects of capital works programmes to the housing stock. You will play a key technical role in the delivery of major works programmes to ensure ongoing improvements are made to the housing stock, compliance is maintained, and stock condition information is gathered and located securely. This will involve property inspections, overseeing works on site, and liaison with tenants, contractors, and other relevant bodies.
Key tasks & responsibilities:
1. Day to day co-ordination of Technical Officers.
2. Carry out inspections to the businesses' housing property portfolio in relation to capital improvement works programmes.
3. Monitor and manage work in progress ensuring contractors and clients adhere to specified schedules of works and resolve any complaints accordingly.
4. Undertake contract supervision, prepare reports, attend meetings, and feed into service planning as required.
5. Inspect completed works, agree unforeseen/additional works, prepare a defect list where necessary, check all documents, and assist with valuations.
6. Exercise judgement of the appropriate course of action in the event of defects manifested following commencement of works.
7. Negotiate and resolve disputes with contractors.
8. Ensure a high level of customer satisfaction by putting customers at the centre of service provision and developing communications and customer engagement.
9. Ensure that the Authorities' Health & Safety Policy, its arrangements and procedures are adhered to.
10. Liaise with other departments as required including Homefinder, Building Control, Planning, public utilities, statutory and voluntary organisations.

Knowledge:
1. Knowledge of building, construction, and maintenance.
2. Knowledge of housing inspection and assessment methods, including Housing, Health and Safety Rating System (HHSRS).
3. Knowledge of building regulation requirements.
4. Knowledge and awareness of health and safety requirements relating to building and construction.
