Operations and Compliance Manager (APEN Action)
Asian Pacific Environmental Network Action mobilizes over 30,000 Asian immigrant and refugee voters to win economic, environmental, and social justice. Since 2011, APEN Action has been educating and mobilizing voters in the Bay Area and across California to ensure our communities’ voices are heard from the ballot box to the legislature in Sacramento.
APEN Action’s sister organization, APEN, is an environmental justice organization with deep roots in California’s Asian immigrant and refugee communities, building a membership base of Laotian refugees in Richmond, Chinese immigrants in Oakland, and recently launching in Los Angeles. Together, we have fought and won campaigns to make our communities healthier and just places where all people have the resources we need to live full, dignified lives. By building an organized movement, we’re leading a transition away from an extractive economy based on profit and pollution and toward local, healthy, and life-sustaining economies that benefit everyone.
POSITION SUMMARY:
The Operations and Compliance Manager will be responsible for developing strong organizational infrastructure for APEN Action to build the power of Asian Americans to advance racial, economic, and climate justice. This position will develop and maintain strong internal finance and administrative systems and strengthen compliance and lobbying practices to ensure alignment with APEN Action’s campaigns and strategic plan. This position reports to the Operations Director, is a member of our Operations team, and works closely with finance, organizing, and campaign staff.
ROLES AND RESPONSIBILITIES
Administration:
* Develop administrative systems and organizational processes/policies with the Finance Manager and Operations Director to ensure accounting regulations, employment rules, and legal restrictions for all 501(c)4 and state PAC accounts are integrated and updated.
* Maintain current information in the Procedures Manual, updating on the employee portal as needed.
* Coordinate initial steps of the hiring process and recruitment, including job postings.
* Ensure the integrity of the organization’s internal controls is consistently maintained.
Compliance Infrastructure:
* Work closely with the professional treasurer and APEN staff to maintain electoral reporting compliance for all organization accounts.
* Review, approve, or submit organizational and campaign filings (federal, state, local, FPPC).
* Ensure systematic recordkeeping compliance of contracts, agreements, and policies.
* Develop and conduct compliance and lobbying trainings for staff, coordinating with campaign and organizing staff to ensure relevance.
* Work closely with the HR Manager to monitor and ensure accurate timekeeping practices and tracking.
* Conduct staff trainings annually or as needed based on campaigns.
* Lead firewall agreements disbursement, filing, and follow-up among campaign staff.
Finance:
* Administer payroll for temporary employees, coordinating with the payroll vendor and employees to make adjustments as necessary.
* Collect timesheets for temporary employees and upload to the payroll system.
* Support audit fieldwork with the Finance Manager; gather documents and work with the bookkeeper and professional treasurer to prepare reports required by auditors.
* Coordinate the annual budget process, compiling the organizational budget with the Political Director. Monitor and update the budget as necessary.
ORGANIZATION-WIDE:
* Strategy and Planning: Contribute to overall organizational coordination and planning processes, including strategic planning, yearly workplan and budgeting, annual board + staff meeting, bi-weekly staff meetings, and component meetings.
* Organizational Culture: Contribute to the APEN culture of team-building, emotional intelligence, feminisms, and leadership development.
* Basebuilding and Member Engagement: Support organizing events with APEN members.
* Fund Development: Engage in grassroots and/or foundation fundraising.
* Supervision: Manage volunteers, fellows, and interns as needed.
QUALIFICATIONS
* Commitment to the mission and principles of APEN and social justice.
* Experience with 501(c)(4) structures and political compliance.
* Excellent financial management, coordination, budgeting, and administration skills.
* Excellent project management skills.
* Strong written and oral communication skills; ability to communicate complex information effectively.
* Ability to manage details, meet deadlines, and produce high-quality materials.
* At least 2 years of operations experience, preferably in a social justice organization.
* Experience with online bill pay platforms, QBO, digital messaging, Google Suite, etc.
* Good digital security and file management practices.
* Commitment to a culture of feedback; comfortable giving/receiving feedback.
SALARY and BENEFITS
Competitive salary range: $40.87/hour to $45.68/hour. APEN Action also offers its staff a generous benefits package that includes health, dental, and vision; vacation and sick time; 401k contributions; and an opportunity to qualify for a sabbatical. APEN Action is a family-friendly employer.
ACCESSIBILITY AND WORKING CONDITIONS:
This position will require applicants to work on a computer daily for long periods of time and collaborate with staff through Zoom, email, and other digital platforms. APEN Action will provide a computer and other equipment needed to fulfill basic job responsibilities.
This position will follow APEN Action’s COVID safety policies and protocols regarding in-person work, including working 2 days per week in person. Masks are required to be worn in APEN Action offices and indoor events, with the exception of eating and drinking. All employees are also required to be vaccinated as part of our safety policy or be subject to weekly testing.
APEN Action will continue to closely monitor local and state health officials' guidance around COVID and any additional guidelines around safety for people to return to offices and gather in-person as needed.
This position may occasionally require work during irregular hours, including nights or weekends, and will require some travel within California.
