Job Description
The Head of Financial Planning and Treasury is responsible for developing a strong and multi-skilled team that delivers the highest standards of service to meet the changing expectations of the organisation. This role manages the provision of a high-quality financial planning and analysis function that aligns to the strategic objectives of the organisation whilst also remaining compliant with legislative, regulatory and group requirements including treasury management, cash management, forecasting and accounts payable functions within the organisation. The head of financial planning and treasury will also be involved in complex regeneration and development projects, making recommendations to leadership teams and ad-hoc appraisal of investment opportunities enabling financial decisions to be made in a controlled, accountable and transparent way.
Key Qualifications:
Educated to degree level in a relevant field
CCAB accounting qualification
Experience of treasury and planning in a social housing organisation
Key Areas of Work:
Lead an effective long-range financial planning service to the organisation working closely with stakeholders to develop the 30-year business plan and stress test.
Lead on the financial appraisal of regeneration and development proposals and other investment opportunities for the organisation.
Provide an effective treasury management service to the organisation including raising funds, security, valuation, covenant monitoring and risk management.
Recruit, lead and coach a high performing function.
Support the Director of Finance and Procurement in setting financial strategy and policy across areas of responsibility.
Management of monthly and quarterly management reporting for treasury management and accounts payable functions. Cash flow reporting across various timeframes.
Drive Value for Money across the organisation.
Preparation of statutory financial statements and underlying documents, ensuring compliance with audit requirements and accounting policies. Liaising with external auditors and managing the external audit process relevant to areas of responsibility.
Review and preparation of key regulatory returns.
Lead on projects to develop the finance service as required and be a representative for finance on projects across the organisation.
Management of an effective systems and controls environment. Managing risk and preventing instances of fraud.
Management and optimisation of the financial systems to include Brixx and Proval. Project management of system improvements.
Support and deputise for the Director of Finance and Procurement as required.
Technical Competencies:
Able to demonstrate strategic working and plan and prioritise workload to meet objectives.
A clear and effective communicator both orally and written with financial and non-financial parties. Tailoring management reporting to financial and non-financial audiences.
Experienced in business planning, stress testing and the use of Brixx software.
Experienced in the evaluation of complex regeneration and development schemes.
Experience of treasury management, managing drawdowns, raising funds, monitoring covenant performance, effective use of security and cash-flow forecasting.
An effective team manager who can motivate and inspire a team ensuring accountability and the meeting of deadlines. Experience of leading and managing an effective finance function.
Understanding of statutory financial reporting requirements relevant to a housing association including the Housing SORP and Accounting Direction. Ability to interpret technical financial regulation and monitor the technical environment for change to accounting requirements.
Experience of managing risk and maintaining an effective risk management framework.
Understanding of the external audit process and meeting audit requirements.
Knowledge of regulatory reporting requirements.
Maintenance and development of financial systems and controls.
Understanding of tax compliance including VAT and VAT Shelter arrangements
