Interim Electrical Engineer for Building Services

Working Hours: 37 hours Monday - Friday, normal working hours
Assignment Duration: This opening assignment is for 3-4 months
City: WARRINGTON
Note: This is NOT a "housing" role. NOT looking for someone with housing / domestic / voids / tenant liaison experience.
Hybrid Working: Monday and Thursday - Office days - Site visits can be any days.
You will work as part of the Building Services Team on electrical services response maintenance work and, when directed, on electrical engineering elements of the planned programme and capital works under the direction of the Building Service Manager.
You will also lead and direct multi-disciplinary design teams to deliver capital projects from feasibility to completion. Also carry out or commission condition surveys, commission support services and surveys and support clients as described in Service Level Agreements. Liaise with the other officers of the multi-disciplinary Building Services team, officers of the Council, Schools, Academies, Building / Premise Managers / Duty Holders, contractors, consultants and external agencies.
Key Responsibilities:
1. In liaison with the First Response team, technically assess and add detail to response repair requests, issue orders to appropriate contractors, monitor progress, monitor contractor’s adherence to established response time targets, carry out quality checks of work on site and authorise payment.
2. Be responsible for the preparation of specifications and tender documentation, as necessary, for electrical engineering works (planned, revenue and capital works, including insurance works) related to the maintenance, alteration, improvement, extension and construction of Council property.
3. Be responsible for the production of tender and contract drawings using appropriate computer aided design packages.
4. Responsible for the placing of orders with the relevant contractors, including the adequate inspection of on-site works and the validation of accounts for works completed, up to and including the final account.
5. Carry out all functions of the Contract Administrator as defined under various (eg JCT) forms of contract.
6. Commission and co-ordinate multi-disciplinary project teams where required.
7. Manage the electrical engineering aspects of a project, from receipt of clients’ requirements, planning applications, building control approval, tendering, on-site inspections, through defects to final completion.
Key Requirements:
1. Must have an ONC / OND in Building Services (or equivalent).
2. Must have an HNC / HND in Building Services (or equivalent).
3. Must be able to demonstrate holding or working towards a Chartered Membership of CIBSE (or equivalent).
4. Demonstrate a detailed knowledge of general construction practices, electrical engineering maintenance and design, current design standards, cost control and procurement practices.
5. Demonstrate experience of, and an ability to provide professional advice, guidance, and / or training to colleagues and team members in the specialist areas associated with electrical engineering / building services.
6. Provide evidence of relevant experience in a similar working environment commensurate with the level of the post advertised.
7. Provide evidence of using computer-based programmes such as AutoCAD, NBS, NES, word processing, spreadsheets, databases and a clear familiarity with PCs, keyboard etc.
8. Provide evidence of coordinating and leading electrical engineering, building services projects from inception to completion.
9. Demonstrate a high level of drawing, oral and written communications skills in order to effectively communicate with clients and contractors.
10. Demonstrate the ability to produce reports and written documents in clear and concise terms.
