Works Controllers (WC) are site-based personnel, responsible for the oversight of all TDA managed construction operations on behalf of the TDA Construction Manager. A WC will be discipline focussed, responsible for driving standards and expectations relating to Health & Safety, schedule adherence, quality outcomes and behaviour. A WC will be the point of contact for all ‘in-delivery’ task orders on site, and will maintain their position as professional interface between client and work force/subcontractor reporting directly to the TDA Construction Manager on all outcomes.
1. Responsibilities
2. Responsible for Management, Control and Oversight of discipline specific works in accordance with Construction (Design & Management) regulations. Noting that the Construction Programme Manager remains accountable at all times.
3. Responsible for supporting the production, review and approval of SSoW in line with TDA procedures.
4. Responsible for implementing change control in line with client processes in respect of SSoW.
5. Responsible for the production and delivery of task start up/pre-job briefs.
6. Responsible for ensuring that accidents and incidents are reported immediately in line with TDA Construction Management System.
7. Ensure that all personnel identified to undertake works on behalf of TDA are Suitably Qualified and Experienced.
8. Responsible for ensuring delivery, tracking and monitoring of agreed schedules
9. Responsible for liaison with Project Engineers (TO), to ensure swift resolution to technical queries, resource issues, equipment and material issues, schedule updates etc.
10. Responsible for supporting the preparation of RFQ build ensuring Construction norms are included.
11. Responsible for attendance at key task specific meetings; opening up, progress, Constructability, HAZCON, HAZOP etc. and contributing accordingly.
12. Responsible for contribution to identified Post Job Reviews, ensuring learning is captured where applicable
13. Responsible for maintaining professionalism, be responsive and adaptive to change and seek to propose and implement improvements where they are identified as value adding
14. Responsible for interface with key client resources; HP&S
15. Responsible for the collation of site based documentation in support of LTR’s
16. Accountabilities
17. Accountable for undertaking Workplace Inspections/Housekeeping Inspections on a daily basis.
18. Accountable for ensuring SSOW are in date and available for use such that delays are not introduced.
19. Accountable for administration and completion of Construction Quality Punch Lists
20. Accountable for engaging Inspection authorities at relevant stages of works
21. Accountable for compliance with the standards and expectations set by TDA
22. Accountable for administration of Site Status reports in a timely manner, including detailed analysis of Activity Code status, delay, disruption, workforce numbers in line with TDA processes.
23. Accountable for attendance and support into Integrated Work Management (IWM) daily end of shift meetings.
24. Accountable for ensuring compliance with the Client’s Management System at task level
25. Accountable for ensuring that supervisors are briefed, and resources are allocated as per the agreed R&R/Resource Allocation output and that any variations are immediately reported to the CM for action.
26. Accountable for Goods Inward to the location where the works are provided, insofar that gate bookings etc. are in place.
27. Accountable for the reporting of ‘off-normal’ conditions using the ATLAS reporting system.
28. Accountable for professionally maintaining client relationships in the spirit of collaboration.
29. Authorities
30. Authorised to start and stop work under TDA control. Stop commands to be issued where Health & Safety compliance is undermined, Quality objectives cannot be met or works are deemed ‘not constructible’
31. Authorised to redeploy operatives to other works where it is not practicable to continue on planned works – redeployment must be communicated to the Construction Management
