My client, a tier 1 Blue chip company in the energy sector, is striving to meet the growing global demand for safe, sustainable, and affordable energy and as such, plan to become a leading player in offshore wind.
As Cost Engineer you will be representing the owner on a Major OFW EPC Project to ensure the project's cost objectives are achieved. By taking a proactive approach to cost management and collaboration, you will play a pivotal role in ensuring the project's financial success.
Role Responsibilities
1. Responsible for the development and implementation of an effective and efficient project cost management system specifically relating to Project Management Team and Owners costs.
2. Responsible for leading the development of processes, procedures, systems and tools in support of the cost management system including the modernisation of how we work.
3. Be the focal point for the identification and implementation of a new Project Staffing and Control Tool and also any other relevant tools to help aid simplification.
4. Responsible for ensuring delivery of high quality cost forecasts relating to Project Management Team and Owners costs.
5. Responsible for maintaining the Integrated Staffing Plan ensuring that all resource requirements from the JV are captured and controlled.
6. Implement and update the Project Staffing Plan and Control Procedure.
7. Work with WS managers and WP leads in raising and getting approval of new positions in the JV Integrated Staffing Plan using PPAFs.
8. Responsible for providing work stream leaders with high quality cost related insights to facilitate decision making processes including variance analysis and Trends.
9. End to End monitoring and control of all Project Management and Owners costs.
10. Accountable for ensuring that the Cost Tools include latest budget, commitments, actuals / accruals, AWP&B updates and Trends / Changes as agreed.
11. Develop the interface with work streams leaders, work package managers and contractors to review and challenge costs and encourage simplification and efficient working.
12. Provide regular and reliable assessments of the VOWD ensuring that accruals stand up to audit.
13. Provide ongoing commitment and expenditure tracking and control, ensuring compliance with project WBS and budgets.
14. Identify and quantify actual and potential Forex impacts.
15. Provide input to Cash Calls.
16. Support contract close out, Financial close / reconciliation, benchmarking and shared learning.
Role Requirements
1. Degree or equivalent in Engineering, Finance, Project Controls related discipline, or comparable experience.
2. Experience of work in a multi-project environment and handling several work-fronts consecutively.
3. Experience in developing Project Management Staffing Plans and controlling resources.
4. Experience in implementing Project Control Tool and Systems.
5. Ability to produce quality written reports and summary presentations.
6. A key factor in being successful in this role will be the ability to develop excellent working relationships.
