Job Profile
There is an opening for the above position within the Environmental Services Division of the Infrastructure Services Department. Reporting to the Manager of Water, the following duties will apply:
What you will be doing
1. Provides daily front line supervision of staff including work program scheduling, resource allocation, workflow monitoring, performance monitoring, discipline, and documentation (specifically processing and approval of daily work orders and as constructed records).
2. Conducts short term workflow planning (weekly to monthly) for the effective implementation of proactive work programs as well as response activities for any water, wastewater and stormwater system related emergencies.
3. Responsible for completing works within established operating budgets; specifically monitors and manages program level budgets consistent with approved levels of service.
4. Assists manager in preparation of annual operating budgets with technical input for capital programs and budget preparations.
5. Ensures preventive maintenance, operational and seasonal activities are current, fully documented, scheduled and recorded through the Work Management System.
6. Liaises with peers, outside departments and organizations to build working relationships and helps establish industry best management practices to improve safety, efficiency and technology to perform required tasks of the division.
7. Conducts front line customer service including investigating, documenting and resolving concerns and complaints or providing program information upon request.
8. Recruits and develops staff to deliver outstanding levels of service using continuous improvement principles.
9. Participates in ongoing staff monitoring including participating in grievance processes, labour relations, performance reviews, wage and promotion recommendations, and monitoring staff activities and behavior as required.
10. Assures operational and record keeping compliance with applicable regulations and standard operating procedures.
11. Responsible for overseeing development and implementation of Standard Operating Procedures and quality control inspections.
12. Identifies training needs and oversees the development and maintenance of training programs for staff.
13. Ensure employees work in compliance with the Ministry of Environment, Conservation and Parks; the Safe Drinking Water Act and the Occupational Health and Safety Act along with various other regulations, and Corporate Health and Safety Policies and Procedures, and to take every reasonable precaution to protect workers.
14. Recommends and establishes asset management maintenance activities to extend the life cycle of infrastructure in a cost-effective manner, including optimization of people, materials and equipment.
15. Acts as primary “Overall Responsible Operator” for the water distribution system and/or the wastewater collection system on a rotational and stand-by basis, and as required during regular day time hours. Responsible for supervisory oversight of all Environmental Services operations while on after-hours standby duty.
16. Maintains a comprehensive understanding of all applicable collective bargaining agreements, including grievance procedures and the various stages of the collective bargaining process.
17. Acts as backup for Manager of Water and other managers and supervisors as required.
18. Contributing member of the Departmental management team.

Education & Experience
Possession of a three (3) year Diploma in related field or equivalent and a valid license in Wastewater Collection Class II and Water Distribution Class II Certificate.
Preference will be given to applicants that hold valid Certified Engineering Technologist (C.E.T) certification from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
Three (3) to four (4) years prior relevant work experience including two (2) to three (3) years in a supervisory role experience in a unionized environment.

Your compensation
This position is within Class 5 of the Non-Union Salary Schedule and has an annual salary range of $94,039 to $114,678 (2025 rates). We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.
Hours of work
Monday to Thursday, 1:00 p.m. to 11:00 p.m. (35 hours per week).
