Honeycomb is delighted to be assisting a public sector client with an immediate 'Public Rights of Way' Officer (Land and Mapping) Temporary contract. Hybrid to Bangor, Co.Down locality
The Client - This large organisation operates with responsible oversight of land management as part of it's functionality. In accordance to applicable legislation, they must ensure that geographical management of land is compliant throughout all relative reporting. With a current requirement for a subject matter specific to 'Public Rights of Way' until March 2025 (at which point will be reviewed for extension).
The post holder is responsible for ensuring the organisation complies with its statutory obligations under the Access to the Countryside Order (NI) 1983.
The Role - Reporting to the Compliance Manager, this role will focus on the following scope
* Undertake investigations on alleged public rights of way, in line with policy, and make recommendations to the on whether or not it should assert same.
* Research, compile and preserve maps and other records of public rights-of-way throughout the Borough of Ards and North Down.
* Liaise with landowners and the public in the research and collection of evidence necessary for the investigation into requests to assert of Public Rights of Way in the Borough.
* Advise on any matters relating to Access to the Countryside Order (NI) 1983.
* Draft reports, as required, for the Corporate Committee.
* Ensure that the Council meets its statutory obligations under the Access to the Countryside (NI) Order 1983.
* Undertake negotiations with landowners and any other relevant parties; and liaise with external bodies as required.
* Provide an information service to the public on statutory access matters.
* Complete the relevant sections of the Property relative Certificate questionnaire
* To comply with and promote equality, health and safety in accordance with the organisations Policies and legal requirement.
* To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post.
The Person
* Level 4 qualification or relevant degree
* One years’ relevant experience that should include dealing with the public, landowners or statutory authorities
* Experience of conducting investigations and compiling reports
* Report writing to a senior management team.
* Good current working knowledge of Word and Excel software packages
Desirable:
* Use of Land Registry, Land Web, Registry of Deeds and GIS.
